全國(guo)生態(tai)環(huan)(huan)境(jing)保(bao)護大會于5月18日(ri)~19日(ri)在北(bei)京召開。這是(shi)在社(she)(she)會主(zhu)(zhu)義(yi)建(jian)(jian)設(she)新(xin)時代、我國(guo)社(she)(she)會主(zhu)(zhu)要矛(mao)盾新(xin)變化(hua)、組建(jian)(jian)生態(tai)環(huan)(huan)境(jing)部新(xin)機構、全面建(jian)(jian)成小(xiao)康社(she)(she)會堅決打好污染防治攻堅戰新(xin)任務、建(jian)(jian)設(she)富(fu)強民(min)主(zhu)(zhu)文明(ming)和諧美(mei)麗社(she)(she)會主(zhu)(zhu)義(yi)現(xian)代化(hua)強國(guo)新(xin)目標背景(jing)下,具有歷(li)史性(xing)里程碑意(yi)義(yi)的全國(guo)生態(tai)環(huan)(huan)境(jing)保(bao)護大會。大會發(fa)(fa)出了新(xin)時代推進生態(tai)文明(ming)建(jian)(jian)設(she)的最(zui)強音(yin):習(xi)近(jin)平生態(tai)文明(ming)思想是(shi)確保(bao)黨和國(guo)家生態(tai)文明(ming)建(jian)(jian)設(she)事業發(fa)(fa)展的強大思想武器、根本(ben)遵循和行動指南。
一、習近平生態文明思想體現出黨的執政理念和執政方式的重大戰略創新 習近(jin)平總(zong)書記指出:“生(sheng)態(tai)文(wen)明建(jian)設是(shi)關(guan)系中(zhong)華民(min)族永(yong)續發展的(de)根(gen)本(ben)大計。”這是(shi)關(guan)于(yu)生(sheng)態(tai)文(wen)明建(jian)設歷史地位(wei)(wei)、戰略地位(wei)(wei)新的(de)宣示,推動全社會在生(sheng)態(tai)文(wen)明建(jian)設戰略地位(wei)(wei)的(de)基本(ben)認知上發生(sheng)根(gen)本(ben)性(xing)、歷史性(xing)、民(min)族性(xing)和全局(ju)性(xing)的(de)變化。 黨的(de)十(shi)(shi)八大以(yi)來,習近平(ping)總(zong)書記就生(sheng)態(tai)(tai)文(wen)(wen)明(ming)建設的(de)戰(zhan)略地位(wei)做(zuo)出(chu)了一(yi)系列重(zhong)(zhong)要(yao)論述。2013年(nian)7月,習近平(ping)總(zong)書記在致(zhi)生(sheng)態(tai)(tai)文(wen)(wen)明(ming)貴陽國(guo)際論壇年(nian)會的(de)賀信中(zhong)指出(chu):“走向生(sheng)態(tai)(tai)文(wen)(wen)明(ming)新時代,建設美麗中(zhong)國(guo),是(shi)實現(xian)中(zhong)華民族偉大復興(xing)的(de)中(zhong)國(guo)夢的(de)重(zhong)(zhong)要(yao)內容。”2016年(nian)12月,習近平(ping)總(zong)書記對(dui)在浙(zhe)江湖州召開的(de)全(quan)國(guo)生(sheng)態(tai)(tai)文(wen)(wen)明(ming)建設工(gong)作推(tui)進會作出(chu)重(zhong)(zhong)要(yao)指示強調:“生(sheng)態(tai)(tai)文(wen)(wen)明(ming)建設是(shi)‘五(wu)位(wei)一(yi)體’總(zong)體布(bu)局(ju)和‘四個全(quan)面’戰(zhan)略布(bu)局(ju)的(de)重(zhong)(zhong)要(yao)內容。”2017年(nian)10月,習近平(ping)總(zong)書記在黨的(de)十(shi)(shi)九大報告中(zhong)指出(chu):“建設生(sheng)態(tai)(tai)文(wen)(wen)明(ming)是(shi)中(zhong)華民族永續發展的(de)千年(nian)大計(ji)。” 可以說(shuo),“生(sheng)態(tai)文(wen)(wen)(wen)明(ming)(ming)與(yu)中國夢”范疇(chou)論,凸(tu)(tu)顯了(le)生(sheng)態(tai)文(wen)(wen)(wen)明(ming)(ming)建設(she)(she)的(de)(de)戰(zhan)略使命、為(wei)(wei)什(shen)么建設(she)(she)生(sheng)態(tai)文(wen)(wen)(wen)明(ming)(ming)的(de)(de)問(wen)題,即建設(she)(she)富(fu)強民主文(wen)(wen)(wen)明(ming)(ming)和(he)諧(xie)美麗(li)的(de)(de)社(she)會主義現代(dai)化(hua)強國;“生(sheng)態(tai)文(wen)(wen)(wen)明(ming)(ming)與(yu)五位(wei)一(yi)體(ti)(ti)”總體(ti)(ti)布(bu)局(ju)論,凸(tu)(tu)顯了(le)生(sheng)態(tai)文(wen)(wen)(wen)明(ming)(ming)建設(she)(she)的(de)(de)戰(zhan)略地位(wei)、如何(he)認識什(shen)么是社(she)會主義、全面發(fa)展(zhan)作為(wei)(wei)社(she)會主義內在(zai)屬(shu)性的(de)(de)問(wen)題;“生(sheng)態(tai)文(wen)(wen)(wen)明(ming)(ming)與(yu)四個全面”戰(zhan)略布(bu)局(ju)論,凸(tu)(tu)顯了(le)怎樣建設(she)(she)生(sheng)態(tai)文(wen)(wen)(wen)明(ming)(ming)、生(sheng)態(tai)文(wen)(wen)(wen)明(ming)(ming)建設(she)(she)的(de)(de)戰(zhan)略舉措、方法論、實(shi)踐論、領(ling)導力(li)量和(he)領(ling)導核心(xin)的(de)(de)問(wen)題;從千年大(da)計到根本大(da)計,極大(da)凸(tu)(tu)顯和(he)昭示出生(sheng)態(tai)文(wen)(wen)(wen)明(ming)(ming)對中華文(wen)(wen)(wen)明(ming)(ming)悠久燦爛歷史文(wen)(wen)(wen)明(ming)(ming)傳承和(he)發(fa)展(zhan)、實(shi)現中華民族(zu)偉(wei)大(da)復興的(de)(de)歷史和(he)時(shi)代(dai)重任(ren)。 誠然,保護生(sheng)態(tai)環境已(yi)成為(wei)全球共(gong)識,但把(ba)生(sheng)態(tai)文(wen)明(ming)建(jian)設(she)以(yi)如此之高的(de)歷史地位和戰略(lve)地位,確立(li)為(wei)一個執(zhi)政(zheng)黨(dang)的(de)行(xing)動(dong)綱領,是中國(guo)共(gong)產黨(dang)執(zhi)政(zheng)方式的(de)鮮明(ming)特色。生(sheng)態(tai)文(wen)明(ming)建(jian)設(she)在社會主義建(jian)設(she)事業中的(de)地位發生(sheng)了根本性(xing)(xing)和歷史性(xing)(xing)的(de)變化(hua),中國(guo)共(gong)產黨(dang)的(de)執(zhi)政(zheng)理(li)念和執(zhi)政(zheng)方式已(yi)經進(jin)入新的(de)理(li)論(lun)和實踐境界。 二、習近平生態文明思想首次提出“生態文明體系”,勾勒和繪就了美麗中國總藍圖 習(xi)近平總書記首次(ci)提出要加(jia)快構建生(sheng)態(tai)(tai)文明體系(xi)(xi),即以(yi)生(sheng)態(tai)(tai)價值觀念為(wei)(wei)(wei)準則的(de)(de)生(sheng)態(tai)(tai)文化(hua)體系(xi)(xi),以(yi)產業生(sheng)態(tai)(tai)化(hua)和(he)生(sheng)態(tai)(tai)產業化(hua)為(wei)(wei)(wei)主體的(de)(de)生(sheng)態(tai)(tai)經濟體系(xi)(xi),以(yi)改善生(sheng)態(tai)(tai)環(huan)境(jing)質量(liang)為(wei)(wei)(wei)核(he)心(xin)的(de)(de)目標責任體系(xi)(xi),以(yi)治理(li)體系(xi)(xi)和(he)治理(li)能力現(xian)代化(hua)為(wei)(wei)(wei)保障(zhang)的(de)(de)生(sheng)態(tai)(tai)文明制度體系(xi)(xi),以(yi)生(sheng)態(tai)(tai)系(xi)(xi)統(tong)良(liang)性(xing)循環(huan)和(he)環(huan)境(jing)風險有效(xiao)防(fang)控為(wei)(wei)(wei)重點的(de)(de)生(sheng)態(tai)(tai)安全體系(xi)(xi)。 社會主(zhu)義(yi)生態文明(ming)建(jian)設由思潮走(zou)向(xiang)偉大(da)(da)實踐(jian),由基(ji)本(ben)理(li)(li)念走(zou)向(xiang)“五位一體”總體布局和“四個全(quan)面(mian)”戰(zhan)略布局,意義(yi)非常(chang)重大(da)(da)。但是仍然需(xu)要(yao)看到,作(zuo)為工業(ye)文明(ming)發展到更高階段新的(de)文明(ming)形(xing)態,當其以(yi)生態社會全(quan)面(mian)轉(zhuan)型(xing)的(de)形(xing)態出現(xian),當其承擔美麗中國建(jian)設的(de)歷史(shi)重任(ren),作(zuo)為社會形(xing)態全(quan)面(mian)構(gou)成要(yao)素的(de)經(jing)濟基(ji)礎、產(chan)業(ye)基(ji)礎、國家治理(li)(li)、制度建(jian)設、社會面(mian)貌、文化(hua)形(xing)態,表(biao)現(xian)怎樣、如何轉(zhuan)型(xing)、以(yi)何種方式轉(zhuan)型(xing),這都是需(xu)要(yao)不斷探索(suo)和完善(shan)的(de)重大(da)(da)理(li)(li)論和實踐(jian)課(ke)題(ti)。 習近平總書記首次提出(chu)“生態(tai)文(wen)(wen)(wen)明(ming)體系(xi)”,并明(ming)確生態(tai)文(wen)(wen)(wen)明(ming)體系(xi)的(de)豐富(fu)內涵,是(shi)經濟社(she)(she)會發展(zhan)向生態(tai)文(wen)(wen)(wen)明(ming)社(she)(she)會全面轉型的(de)重大(da)發展(zhan)戰(zhan)略,昭(zhao)示我們建設什(shen)么(me)樣的(de)生態(tai)文(wen)(wen)(wen)明(ming)社(she)(she)會,怎樣建設生態(tai)文(wen)(wen)(wen)明(ming)社(she)(she)會,清晰勾(gou)勒和(he)(he)描繪出(chu)美麗(li)中(zhong)國總藍圖(tu)和(he)(he)總藍圖(tu)下的(de)經濟、政治、文(wen)(wen)(wen)化和(he)(he)社(she)(she)會各項建設基本路徑。 第一,生(sheng)(sheng)態(tai)(tai)(tai)(tai)經濟(ji)(ji)體系是基礎(chu),為(wei)生(sheng)(sheng)態(tai)(tai)(tai)(tai)文明社(she)會建設提供(gong)堅(jian)強的(de)物質(zhi)基礎(chu)。即始終(zhong)秉持“綠(lv)(lv)水(shui)青(qing)山就(jiu)是金山銀山”“保(bao)護(hu)生(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)境就(jiu)是保(bao)護(hu)生(sheng)(sheng)產(chan)力(li)(li)、改善(shan)生(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)境就(jiu)是發(fa)展(zhan)生(sheng)(sheng)產(chan)力(li)(li)”綠(lv)(lv)色(se)發(fa)展(zhan)觀,始終(zhong)堅(jian)持把(ba)生(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)境作(zuo)為(wei)經濟(ji)(ji)社(she)會發(fa)展(zhan)的(de)內在要素和(he)(he)內生(sheng)(sheng)動(dong)力(li)(li);始終(zhong)把(ba)整個(ge)生(sheng)(sheng)產(chan)過程(cheng)的(de)綠(lv)(lv)色(se)化(hua)(hua)(hua)、生(sheng)(sheng)態(tai)(tai)(tai)(tai)化(hua)(hua)(hua)作(zuo)為(wei)實現(xian)和(he)(he)確保(bao)生(sheng)(sheng)產(chan)活動(dong)結果(guo)綠(lv)(lv)色(se)化(hua)(hua)(hua)和(he)(he)生(sheng)(sheng)態(tai)(tai)(tai)(tai)化(hua)(hua)(hua)的(de)途(tu)徑(jing)、約束(shu)和(he)(he)保(bao)障,堅(jian)守“產(chan)業(ye)生(sheng)(sheng)態(tai)(tai)(tai)(tai)化(hua)(hua)(hua)和(he)(he)生(sheng)(sheng)態(tai)(tai)(tai)(tai)產(chan)業(ye)化(hua)(hua)(hua)”“經濟(ji)(ji)生(sheng)(sheng)態(tai)(tai)(tai)(tai)化(hua)(hua)(hua)和(he)(he)生(sheng)(sheng)態(tai)(tai)(tai)(tai)經濟(ji)(ji)化(hua)(hua)(hua)”基本(ben)路徑(jing)。以(yi)供(gong)給側結構性(xing)改革為(wei)主線,實現(xian)傳統產(chan)業(ye)改造升級和(he)(he)發(fa)展(zhan)的(de)綠(lv)(lv)色(se)化(hua)(hua)(hua);以(yi)新發(fa)展(zhan)理念為(wei)指引,著(zhu)力(li)(li)發(fa)展(zhan)高效(xiao)生(sheng)(sheng)態(tai)(tai)(tai)(tai)農業(ye),大(da)力(li)(li)發(fa)展(zhan)現(xian)代服務業(ye),全面構筑綠(lv)(lv)色(se)發(fa)展(zhan)現(xian)代產(chan)業(ye)新體系。 第二,生(sheng)態文(wen)明(ming)制(zhi)(zhi)度(du)(du)(du)(du)(du)體系是保(bao)障(zhang),為生(sheng)態文(wen)明(ming)社(she)(she)會(hui)建(jian)設(she)體制(zhi)(zhi)機制(zhi)(zhi)創新(xin)和制(zhi)(zhi)度(du)(du)(du)(du)(du)創新(xin)提供(gong)黨的(de)意志基石(shi)、組織(zhi)保(bao)障(zhang)和制(zhi)(zhi)度(du)(du)(du)(du)(du)保(bao)障(zhang)。習近平總書記強(qiang)調不(bu)斷(duan)深化和推進生(sheng)態文(wen)明(ming)體制(zhi)(zhi)改革(ge),加(jia)強(qiang)頂層(ceng)設(she)計(ji),加(jia)強(qiang)科學政績(ji)觀建(jian)設(she),加(jia)強(qiang)法治和制(zhi)(zhi)度(du)(du)(du)(du)(du)建(jian)設(she),劃定生(sheng)態紅線,建(jian)立責任追(zhui)究制(zhi)(zhi)度(du)(du)(du)(du)(du)。他說,“再也(ye)不(bu)能(neng)簡單以國內生(sheng)產總值增長率來(lai)論英雄”,“最重要的(de)是要完善經濟社(she)(she)會(hui)發展考慮評價體系”,“只有實行最嚴(yan)格的(de)制(zhi)(zhi)度(du)(du)(du)(du)(du)、最嚴(yan)密的(de)法治,才能(neng)為生(sheng)態文(wen)明(ming)建(jian)設(she)提供(gong)可靠保(bao)障(zhang)”。社(she)(she)會(hui)主義正是通過社(she)(she)會(hui)體制(zhi)(zhi)的(de)變(bian)革(ge),改革(ge)和完善社(she)(she)會(hui)制(zhi)(zhi)度(du)(du)(du)(du)(du)和規(gui)范,從而形成有利于生(sheng)態文(wen)明(ming)建(jian)設(she)的(de)體制(zhi)(zhi)機制(zhi)(zhi),為生(sheng)態文(wen)明(ming)社(she)(she)會(hui)構筑(zhu)強(qiang)有力的(de)上層(ceng)建(jian)筑(zhu)及其一系列制(zhi)(zhi)度(du)(du)(du)(du)(du)和法治保(bao)障(zhang)。 第三,生態(tai)文化(hua)建設是靈(ling)魂,為生態(tai)文明社會建設提供(gong)思想保(bao)證(zheng)、精神動力和智力支持(chi)。習近平(ping)總書記反復強調:“中華文明傳承(cheng)五千多年(nian),積淀(dian)了豐富的(de)生態(tai)智慧”,要“像保(bao)護(hu)(hu)眼(yan)睛一樣保(bao)護(hu)(hu)生態(tai)環境(jing)(jing),像對待生命(ming)一樣對待生態(tai)環境(jing)(jing)”、要“集中力量優先解決好細顆(ke)粒物、飲用水(shui)、土壤、重金屬、化(hua)學品等(deng)損害群眾(zhong)健康的(de)突出(chu)環境(jing)(jing)問(wen)題”。 第四(si),生(sheng)(sheng)(sheng)態(tai)目(mu)標(biao)責任體系和生(sheng)(sheng)(sheng)態(tai)安全(quan)體系是(shi)生(sheng)(sheng)(sheng)態(tai)文明社(she)會建設的責任、動力和載體,是(shi)底線、上限(xian)和紅(hong)線。要從生(sheng)(sheng)(sheng)態(tai)環境安全(quan)是(shi)國(guo)家安全(quan)重要組成部(bu)分,是(shi)經濟社(she)會持續健康發(fa)展重要保(bao)障的戰(zhan)略(lve)高度,設定并嚴(yan)守(shou)資源消耗(hao)上限(xian)、環境質(zhi)量(liang)底線、生(sheng)(sheng)(sheng)態(tai)保(bao)護(hu)紅(hong)線,堅決打贏藍天保(bao)衛戰(zhan)、深入實施水污(wu)(wu)染防(fang)治(zhi)(zhi)行動計劃(hua)、全(quan)面(mian)落實土壤污(wu)(wu)染防(fang)治(zhi)(zhi)行動計劃(hua),以空氣、水和土壤三大(da)戰(zhan)役為目(mu)標(biao)責任,確保(bao)全(quan)面(mian)建成小康社(she)會、打好污(wu)(wu)染防(fang)治(zhi)(zhi)攻堅戰(zhan)。 三、習近平生態文明思想是科學完整的理論體系,為新時代生態文明建設擬定了基本原則 習近平(ping)總書記(ji)在全國(guo)生態環(huan)(huan)(huan)境保護(hu)大會上(shang)指出,新時代推(tui)進生態文(wen)(wen)明建(jian)設,必須(xu)堅持好若干基本(ben)原(yuan)(yuan)則,始終堅持和恪守人與(yu)(yu)自然和諧共(gong)生、綠水青山(shan)就(jiu)是金(jin)山(shan)銀(yin)山(shan)、良好生態環(huan)(huan)(huan)境是最普惠的(de)民生福祉、山(shan)水林田(tian)湖(hu)草是生命(ming)共(gong)同(tong)體(ti)、用最嚴格制度最嚴密法治(zhi)保護(hu)生態環(huan)(huan)(huan)境、共(gong)謀(mou)全球生態文(wen)(wen)明建(jian)設等(deng)。綜觀這(zhe)些基本(ben)原(yuan)(yuan)則,無(wu)不與(yu)(yu)黨的(de)十八大以來習近平(ping)總書記(ji)關于(yu)生態文(wen)(wen)明建(jian)設的(de)全部論述、科學論斷及其思想內涵、內在邏(luo)輯相一致。 進(jin)而言之,“兩(liang)山(shan)論”在邏輯上(shang)又是既獨立又渾然一體(ti)的“三段論”。一,既要(yao)(yao)(yao)綠(lv)水青(qing)山(shan),也(ye)要(yao)(yao)(yao)金(jin)山(shan)銀(yin)山(shan),重(zhong)心(xin)在發(fa)展。當代(dai)中國經濟社(she)會(hui)(hui)(hui)發(fa)展所(suo)取(qu)得的舉世矚目的成就,無不昭示發(fa)展仍然是社(she)會(hui)(hui)(hui)主(zhu)(zhu)義初(chu)級階段的核(he)心(xin)任務、立足點和實現(xian)社(she)會(hui)(hui)(hui)主(zhu)(zhu)義現(xian)代(dai)化的前(qian)提(ti)。二,寧(ning)要(yao)(yao)(yao)綠(lv)水青(qing)山(shan),不要(yao)(yao)(yao)金(jin)山(shan)銀(yin)山(shan),重(zhong)心(xin)在保護(hu)。誠如習近平(ping)總書記所(suo)指出(chu),“對人(ren)(ren)的生(sheng)存來說,金(jin)山(shan)銀(yin)山(shan)固然重(zhong)要(yao)(yao)(yao),但綠(lv)水青(qing)山(shan)是人(ren)(ren)民幸福生(sheng)活的重(zhong)要(yao)(yao)(yao)內容,是金(jin)錢不能代(dai)替的。”“生(sheng)態環境(jing)是關(guan)系黨(dang)的使命宗旨的重(zhong)大政治(zhi)問題(ti),也(ye)是關(guan)系民生(sheng)的重(zhong)大社(she)會(hui)(hui)(hui)問題(ti)。”三,綠(lv)水青(qing)山(shan)就是金(jin)山(shan)銀(yin)山(shan),重(zhong)心(xin)在統(tong)籌。我們(men)熱(re)烈地期盼(pan)生(sheng)態文明社(she)會(hui)(hui)(hui)的到來,彼時,人(ren)(ren)同(tong)自然界(jie)是完成了(le)的本(ben)質的統(tong)一,人(ren)(ren)類實現(xian)了(le)自然主(zhu)(zhu)義,自然界(jie)實現(xian)了(le)人(ren)(ren)道(dao)主(zhu)(zhu)義。 六、習近平生態文明思想是全球視野、全球眼光、胸懷人類命運共同體的開放體系,體現出強烈的大國擔當 習(xi)近平總(zong)書記(ji)指出:“要實施積極應對氣候變化國家戰略,推(tui)動和引導(dao)建立(li)公平合(he)理(li)、合(he)作共贏的(de)全球氣候治理(li)體(ti)(ti)系,彰(zhang)顯我國負責任大(da)國形象(xiang),推(tui)動構建人類命運共同(tong)體(ti)(ti)。”黨(dang)的(de)十八以來,“命運共同(tong)體(ti)(ti)”思想已經(jing)成為習(xi)近平總(zong)書記(ji)以全球視野(ye)、全球眼光(guang)、人類胸懷(huai)積極推(tui)動治國理(li)政更高視野(ye)、更廣時空的(de)全球性理(li)念,生態文明也(ye)不(bu)例(li)外。 從(cong)綠色世界治(zhi)理格局(ju)看(kan),2008年全(quan)(quan)球(qiu)(qiu)經濟(ji)危機后,為了促(cu)進(jin)(jin)全(quan)(quan)球(qiu)(qiu)經濟(ji)復蘇和(he)應(ying)對氣候(hou)(hou)變化(hua)、能源(yuan)資(zi)源(yuan)危機等挑戰(zhan),全(quan)(quan)球(qiu)(qiu)范圍特別(bie)是(shi)主要西方發(fa)(fa)達國(guo)(guo)(guo)家(jia)紛(fen)紛(fen)提出和(he)推行“綠色新(xin)政”“綠色經濟(ji)”和(he)“綠色增(zeng)長”,并演(yan)化(hua)成(cheng)為一種(zhong)新(xin)的(de)(de)(de)國(guo)(guo)(guo)際話語權斗爭。當代(dai)中(zhong)(zhong)國(guo)(guo)(guo)生態(tai)文明建(jian)設(she),越來越成(cheng)為與政治(zhi)、經濟(ji)、民生工程(cheng)和(he)國(guo)(guo)(guo)際治(zhi)理、全(quan)(quan)球(qiu)(qiu)博(bo)弈(yi)的(de)(de)(de)綜合性問題(ti)。以遏制氣候(hou)(hou)變暖(nuan)為題(ti)展(zhan)開(kai)的(de)(de)(de)世界各國(guo)(guo)(guo)“博(bo)弈(yi)”,不僅直接(jie)影(ying)響(xiang)廣(guang)大發(fa)(fa)展(zhan)中(zhong)(zhong)國(guo)(guo)(guo)家(jia)的(de)(de)(de)現(xian)代(dai)化(hua)進(jin)(jin)程(cheng),如中(zhong)(zhong)國(guo)(guo)(guo)實(shi)現(xian)中(zhong)(zhong)華(hua)民族(zu)偉大復興中(zhong)(zhong)國(guo)(guo)(guo)夢的(de)(de)(de)歷史進(jin)(jin)程(cheng),而且直接(jie)影(ying)響(xiang)發(fa)(fa)達國(guo)(guo)(guo)家(jia)在全(quan)(quan)球(qiu)(qiu)生存環境(jing)和(he)生態(tai)資(zi)本(ben)再分(fen)配方面的(de)(de)(de)角逐。我們(men)要應(ying)對全(quan)(quan)球(qiu)(qiu)性重大威脅(xie)和(he)挑戰(zhan),中(zhong)(zhong)國(guo)(guo)(guo)要發(fa)(fa)揮(hui)與我們(men)地位相(xiang)適應(ying)的(de)(de)(de)作用,把應(ying)對氣候(hou)(hou)變化(hua)納入經濟(ji)社會發(fa)(fa)展(zhan)規劃,強力(li)推進(jin)(jin)綠色增(zeng)長。
