祁(qi)连山(shan)(shan)是重要的国家生态安(an)全(quan)屏(ping)障,也是自然保(bao)(bao)护(hu)区、森(sen)林公(gong)园(yuan)、重点生态功(gong)能(neng)区、生物多(duo)样(yang)性保(bao)(bao)护(hu)优先区域,但长(zhang)期(qi)以来,祁(qi)连山(shan)(shan)局部生态破坏问(wen)(wen)题(ti)十分突出。2017年7月,中(zhong)共(gong)中(zhong)央办公(gong)厅(ting)、国务院办公(gong)厅(ting)就甘肃祁(qi)连山(shan)(shan)国家级自然保(bao)(bao)护(hu)区生态环境问(wen)(wen)题(ti)发出通报。
2018年7月,通过卫星遥感监(jian)测(ce)发(fa)现有17处人(ren)类活(huo)动(dong)得(de)到全部或部分拆除。一年过去了(le),祁(qi)连山(shan)绿色已开(kai)(kai)始(shi)重生(sheng),但生(sheng)态(tai)(tai)保护与恢复还在(zai)路上。为(wei)此,生(sheng)态(tai)(tai)监(jian)测(ce)评估要继续按照“严、真、细、实、快”的要求,开(kai)(kai)创生(sheng)态(tai)(tai)环境工作新(xin)局(ju)面,共同(tong)推(tui)进美丽(li)中(zhong)国建(jian)设。
切实做好生态监(jian)测(ce)评估业务
生(sheng)(sheng)态(tai)(tai)环境(jing)(jing)是(shi)(shi)人类社会(hui)生(sheng)(sheng)存(cun)和(he)发(fa)展的(de)(de)根本。正确(que)处理生(sheng)(sheng)态(tai)(tai)环境(jing)(jing)保护(hu)与(yu)社会(hui)经(jing)济(ji)发(fa)展的(de)(de)关系,已(yi)成为(wei)事(shi)关全局的(de)(de)重(zhong)大(da)问题。生(sheng)(sheng)态(tai)(tai)环境(jing)(jing)问题归(gui)根到底是(shi)(shi)因为(wei)缺乏生(sheng)(sheng)态(tai)(tai)红线和(he)敬(jing)畏自(zi)然(ran)的(de)(de)意识,盲目追求经(jing)济(ji)发(fa)展而无节制地(di)向大(da)自(zi)然(ran)攫取,对自(zi)然(ran)资源(yuan)过度开(kai)发(fa)和(he)粗放利用造成的(de)(de)。祁连山生(sheng)(sheng)态(tai)(tai)破坏事(shi)件就是(shi)(shi)实证。自(zi)然(ran)生(sheng)(sheng)态(tai)(tai)监管(guan)职责履行(xing)得好(hao)不好(hao),关键在于生(sheng)(sheng)态(tai)(tai)监测评估(gu)(gu)(gu)业务(wu)做得好(hao)不好(hao)、生(sheng)(sheng)态(tai)(tai)监测评估(gu)(gu)(gu)数据(ju)质量可靠不可靠。生(sheng)(sheng)态(tai)(tai)监测评估(gu)(gu)(gu)数据(ju)是(shi)(shi)生(sheng)(sheng)态(tai)(tai)监测评估(gu)(gu)(gu)工作(zuo)的(de)(de)生(sheng)(sheng)命(ming)线,是(shi)(shi)实施(shi)生(sheng)(sheng)态(tai)(tai)保护(hu)管(guan)理与(yu)决策的(de)(de)基本依据(ju)。
生态监(jian)测(ce)评估(gu)是生态监(jian)督(du)(du)(du)执(zhi)法(fa)的耳目,让生态保(bao)护(hu)(hu)(hu)监(jian)督(du)(du)(du)执(zhi)法(fa)更(geng)加(jia)精、准、狠。2017年(nian)(nian)甘(gan)肃祁连山国(guo)家级自(zi)然保(bao)护(hu)(hu)(hu)区(qu)(qu)生态环(huan)境(jing)(jing)(jing)问题(ti)督(du)(du)(du)查(cha)(cha)中(zhong),利(li)用高分辨率卫星(xing)(xing)遥(yao)感数据定(ding)量(liang)提取(qu)的人(ren)(ren)(ren)类(lei)活(huo)(huo)动(dong)(dong)(dong)专(zhuan)题(ti)信息,为督(du)(du)(du)查(cha)(cha)工作提供了最为直接的证据资料。按照(zhao)《自(zi)然保(bao)护(hu)(hu)(hu)区(qu)(qu)人(ren)(ren)(ren)类(lei)活(huo)(huo)动(dong)(dong)(dong)遥(yao)感监(jian)测(ce)及(ji)核查(cha)(cha)处(chu)理办(ban)法(fa)(试行)》,每年(nian)(nian)对(dui)国(guo)家级和(he)省级自(zi)然保(bao)护(hu)(hu)(hu)区(qu)(qu)人(ren)(ren)(ren)类(lei)活(huo)(huo)动(dong)(dong)(dong)例行开展两次和(he)一次监(jian)测(ce),定(ding)量(liang)获取(qu)人(ren)(ren)(ren)类(lei)活(huo)(huo)动(dong)(dong)(dong)位置、面积、类(lei)型等专(zhuan)题(ti)信息。由卫星(xing)(xing)环(huan)境(jing)(jing)(jing)应(ying)用中(zhong)心(xin)首次完(wan)成的2015年(nian)(nian)国(guo)家级自(zi)然保(bao)护(hu)(hu)(hu)区(qu)(qu)“全覆(fu)盖(gai)”监(jian)测(ce),发现446个保(bao)护(hu)(hu)(hu)区(qu)(qu)共有人(ren)(ren)(ren)类(lei)活(huo)(huo)动(dong)(dong)(dong)15.6万处(chu),总(zong)面积2.8万平方公里,直接服务于“绿盾”自(zi)然保(bao)护(hu)(hu)(hu)区(qu)(qu)监(jian)督(du)(du)(du)检查(cha)(cha)专(zhuan)项行动(dong)(dong)(dong)和(he)中(zhong)央环(huan)境(jing)(jing)(jing)保(bao)护(hu)(hu)(hu)督(du)(du)(du)察等。
生(sheng)(sheng)态(tai)(tai)监(jian)测评估(gu)是(shi)决(jue)策(ce)管理的基石,让生(sheng)(sheng)态(tai)(tai)保(bao)(bao)护(hu)(hu)(hu)(hu)决(jue)策(ce)更有依据,让生(sheng)(sheng)态(tai)(tai)保(bao)(bao)护(hu)(hu)(hu)(hu)管理更“接地气”。2000年以来,生(sheng)(sheng)态(tai)(tai)环(huan)(huan)境(jing)部(bu)(原环(huan)(huan)境(jing)保(bao)(bao)护(hu)(hu)(hu)(hu)总局、原环(huan)(huan)境(jing)保(bao)(bao)护(hu)(hu)(hu)(hu)部(bu))联(lian)合中(zhong)国科学院等先后(hou)完成了3次全国生(sheng)(sheng)态(tai)(tai)状(zhuang)况调查评估(gu),全面(mian)获取不同时(shi)期我国生(sheng)(sheng)态(tai)(tai)状(zhuang)况及其(qi)变化的第一手资料,为生(sheng)(sheng)态(tai)(tai)环(huan)(huan)境(jing)保(bao)(bao)护(hu)(hu)(hu)(hu)和国民经济建设决(jue)策(ce)提供(gong)重要科学依据。
作(zuo)(zuo)为(wei)生(sheng)(sheng)态(tai)监测(ce)评(ping)估业(ye)务(wu)化运行单(dan)位,卫(wei)星环(huan)境应(ying)用中(zhong)心生(sheng)(sheng)态(tai)部(bu)主要(yao)(yao)负责(ze)开展(zhan)自然保(bao)护(hu)区、生(sheng)(sheng)态(tai)保(bao)护(hu)红线(xian)、国(guo)家公(gong)园、生(sheng)(sheng)物多样性(xing)保(bao)护(hu)优先区等生(sheng)(sheng)态(tai)保(bao)护(hu)重要(yao)(yao)区域(yu)的(de)监测(ce)评(ping)估,负责(ze)定期(qi)开展(zhan)全国(guo)生(sheng)(sheng)态(tai)状况调查(cha)评(ping)估任务(wu),每年分析(xi)处理数万(wan)幅卫(wei)星遥感影像数据(ju),为(wei)生(sheng)(sheng)态(tai)保(bao)护(hu)监管提供基础数据(ju)支撑。卫(wei)星环(huan)境应(ying)用中(zhong)心生(sheng)(sheng)态(tai)部(bu)已将铁军精(jing)神融入日常(chang)工作(zuo)(zuo),坚决维护(hu)党(dang)中(zhong)央权威和(he)集中(zhong)统一(yi)领导,坚决担负起生(sheng)(sheng)态(tai)文明(ming)建设的(de)政治责(ze)任,坚持矢志(zhi)不渝的(de)信念、众志(zhi)成城(cheng)的(de)团结、责(ze)无旁(pang)贷的(de)担当、坚毅顽(wan)强的(de)作(zuo)(zuo)风(feng)、廉洁奉公(gong)的(de)态(tai)度(du),提高自身的(de)业(ye)务(wu)水平和(he)技术本(ben)领。
构建三大体系,增强技术(shu)支撑能力
李干(gan)杰部长在生(sheng)(sheng)态环境部召开的(de)(de)(de)庆祝中(zhong)国(guo)共产党成(cheng)立97周年暨“两优一(yi)(yi)先”表彰大会上强调,用(yong)每一(yi)(yi)个环保人的(de)(de)(de)情怀和(he)行动,打造(zao)一(yi)(yi)支生(sheng)(sheng)态环境保护(hu)铁军,为坚决打好污(wu)染(ran)防治攻坚战、推进生(sheng)(sheng)态文明和(he)建设美丽中(zhong)国(guo)作出新的(de)(de)(de)更大贡献。作为绿水(shui)青山的(de)(de)(de)守护(hu)者,必须秉承不(bu)(bu)变的(de)(de)(de)情怀,不(bu)(bu)忘初心,砥砺前行,不(bu)(bu)断创新和(he)增强生(sheng)(sheng)态保护(hu)技术本领,提升(sheng)生(sheng)(sheng)态保护(hu)监管技术支撑能(neng)力,达到“严、真、细、实、快(kuai)”的(de)(de)(de)水(shui)准(zhun)。
一(yi)是构建协同运(yun)行的天(tian)地(di)一(yi)体(ti)(ti)(ti)化(hua)(hua)(hua)生(sheng)(sheng)(sheng)态(tai)(tai)保(bao)护(hu)监(jian)(jian)管(guan)能(neng)力体(ti)(ti)(ti)系(xi)(xi)。面对(dui)生(sheng)(sheng)(sheng)态(tai)(tai)保(bao)护(hu)监(jian)(jian)管(guan)“面广、量大”的业务(wu)(wu)特点,生(sheng)(sheng)(sheng)态(tai)(tai)保(bao)护(hu)监(jian)(jian)管(guan)业务(wu)(wu)以(yi)卫星(xing)遥(yao)感技术为(wei)主要驱动。基于“天(tian)—空—地(di)”一(yi)体(ti)(ti)(ti)化(hua)(hua)(hua)监(jian)(jian)测技术体(ti)(ti)(ti)系(xi)(xi),建设和(he)完善生(sheng)(sheng)(sheng)态(tai)(tai)保(bao)护(hu)综(zong)合监(jian)(jian)测网络(luo)体(ti)(ti)(ti)系(xi)(xi),形成生(sheng)(sheng)(sheng)态(tai)(tai)保(bao)护(hu)日常(chang)监(jian)(jian)测和(he)数据获(huo)取能(neng)力。运(yun)用云计算、物联(lian)网等信息化(hua)(hua)(hua)手段,形成生(sheng)(sheng)(sheng)态(tai)(tai)保(bao)护(hu)综(zong)合监(jian)(jian)管(guan)和(he)分析预(yu)警(jing)能(neng)力,全面掌握(wo)生(sheng)(sheng)(sheng)态(tai)(tai)系(xi)(xi)统构成、分布与动态(tai)(tai)变(bian)化(hua)(hua)(hua),及时评估和(he)预(yu)警(jing)生(sheng)(sheng)(sheng)态(tai)(tai)风(feng)险,提高生(sheng)(sheng)(sheng)态(tai)(tai)保(bao)护(hu)管(guan)理(li)决策科(ke)学化(hua)(hua)(hua)水(shui)平。推(tui)动建立生(sheng)(sheng)(sheng)态(tai)(tai)保(bao)护(hu)监(jian)(jian)管(guan)业务(wu)(wu)化(hua)(hua)(hua)运(yun)行所需要的技术队伍和(he)技术标准规范体(ti)(ti)(ti)系(xi)(xi),将国家、省、市、县等各级技术单位和(he)管(guan)理(li)单位的职责(ze)制度化(hua)(hua)(hua),实现生(sheng)(sheng)(sheng)态(tai)(tai)保(bao)护(hu)监(jian)(jian)管(guan)的业务(wu)(wu)化(hua)(hua)(hua)和(he)常(chang)态(tai)(tai)化(hua)(hua)(hua)运(yun)行。
二是构建(jian)(jian)生(sheng)(sheng)态(tai)(tai)(tai)保(bao)(bao)护(hu)(hu)(hu)区(qu)(qu)(qu)(qu)域和(he)(he)开发(fa)建(jian)(jian)设(she)(she)活(huo)动(dong)的(de)全生(sheng)(sheng)命(ming)周(zhou)期管(guan)(guan)(guan)理(li)业务体系(xi)。面(mian)向(xiang)重(zhong)要(yao)生(sheng)(sheng)态(tai)(tai)(tai)空(kong)间(jian)和(he)(he)生(sheng)(sheng)态(tai)(tai)(tai)保(bao)(bao)护(hu)(hu)(hu)重(zhong)要(yao)区(qu)(qu)(qu)(qu)域,特别(bie)(bie)是生(sheng)(sheng)态(tai)(tai)(tai)保(bao)(bao)护(hu)(hu)(hu)红线、自(zi)然(ran)保(bao)(bao)护(hu)(hu)(hu)地(di)(di)、国(guo)家公(gong)园等各(ge)类保(bao)(bao)护(hu)(hu)(hu)地(di)(di),基(ji)于(yu)(yu)台账管(guan)(guan)(guan)理(li)思路,对(dui)(dui)重(zhong)要(yao)生(sheng)(sheng)态(tai)(tai)(tai)空(kong)间(jian)和(he)(he)生(sheng)(sheng)态(tai)(tai)(tai)保(bao)(bao)护(hu)(hu)(hu)重(zhong)要(yao)区(qu)(qu)(qu)(qu)域及区(qu)(qu)(qu)(qu)域内的(de)每个管(guan)(guan)(guan)理(li)单(dan)元、每个开发(fa)建(jian)(jian)设(she)(she)活(huo)动(dong)斑块,按照规则(ze)编(bian)制唯一(yi)编(bian)码,建(jian)(jian)立全链条和(he)(he)全生(sheng)(sheng)命(ming)周(zhou)期的(de)管(guan)(guan)(guan)理(li)业务体系(xi)。以(yi)此为基(ji)础,集成分析(xi)生(sheng)(sheng)态(tai)(tai)(tai)保(bao)(bao)护(hu)(hu)(hu)监(jian)测评(ping)估结果,定量核算生(sheng)(sheng)态(tai)(tai)(tai)保(bao)(bao)护(hu)(hu)(hu)区(qu)(qu)(qu)(qu)域的(de)各(ge)种生(sheng)(sheng)态(tai)(tai)(tai)系(xi)统类型(特别(bie)(bie)是自(zi)然(ran)生(sheng)(sheng)态(tai)(tai)(tai)系(xi)统)面(mian)积(ji)和(he)(he)用(yong)地(di)(di)性(xing)质的(de)变(bian)化,分析(xi)自(zi)然(ran)生(sheng)(sheng)态(tai)(tai)(tai)空(kong)间(jian)“生(sheng)(sheng)态(tai)(tai)(tai)盈亏”及其(qi)流向(xiang);定量分析(xi)生(sheng)(sheng)态(tai)(tai)(tai)系(xi)统主导服务功能(neng)的(de)变(bian)化情(qing)况,分析(xi)生(sheng)(sheng)态(tai)(tai)(tai)服务功能(neng)“生(sheng)(sheng)态(tai)(tai)(tai)盈亏”及其(qi)变(bian)化原因。对(dui)(dui)于(yu)(yu)生(sheng)(sheng)态(tai)(tai)(tai)保(bao)(bao)护(hu)(hu)(hu)管(guan)(guan)(guan)控边界调整(zheng)的(de)情(qing)况,进行生(sheng)(sheng)态(tai)(tai)(tai)保(bao)(bao)护(hu)(hu)(hu)面(mian)积(ji)空(kong)间(jian)对(dui)(dui)比(bi)和(he)(he)台账变(bian)更;对(dui)(dui)于(yu)(yu)动(dong)态(tai)(tai)(tai)监(jian)测开发(fa)建(jian)(jian)设(she)(she)活(huo)动(dong)的(de)改扩(kuo)建(jian)(jian)情(qing)况,鉴(jian)别(bie)(bie)生(sheng)(sheng)产经营(ying)活(huo)动(dong)是否遵(zun)守生(sheng)(sheng)态(tai)(tai)(tai)保(bao)(bao)护(hu)(hu)(hu)管(guan)(guan)(guan)理(li)制度。
三是构建(jian)面(mian)向绩效考核(he)的(de)(de)生(sheng)(sheng)态(tai)状(zhuang)况及变化(hua)综(zong)合(he)(he)评(ping)估业务体(ti)系。综(zong)合(he)(he)运(yun)用财(cai)税、金(jin)(jin)融、法律、监(jian)管(guan)等手(shou)段(duan),建(jian)立政(zheng)府主(zhu)导、社会(hui)参与、权责统一(yi)、奖惩并重的(de)(de)生(sheng)(sheng)态(tai)保(bao)(bao)护(hu)监(jian)管(guan)机制(zhi)。建(jian)立政(zheng)策性奖惩制(zhi)度,通过(guo)与通报制(zhi)度相结合(he)(he),使生(sheng)(sheng)态(tai)保(bao)(bao)护(hu)和(he)监(jian)管(guan)的(de)(de)调(diao)(diao)控手(shou)段(duan)多(duo)元化(hua),形成(cheng)奖惩结合(he)(he)的(de)(de)后续处理制(zhi)度体(ti)系。切实发挥好(hao)生(sheng)(sheng)态(tai)保(bao)(bao)护(hu)红(hong)线监(jian)管(guan)和(he)综(zong)合(he)(he)监(jian)管(guan)结果在财(cai)政(zheng)资(zi)(zi)金(jin)(jin)分配过(guo)程中的(de)(de)杠杆调(diao)(diao)节作用,对现(xian)有的(de)(de)生(sheng)(sheng)态(tai)转(zhuan)移支付资(zi)(zi)金(jin)(jin)、能(neng)力建(jian)设资(zi)(zi)金(jin)(jin)等调(diao)(diao)增或(huo)者调(diao)(diao)减,进而形成(cheng)“我要保(bao)(bao)护(hu)”的(de)(de)局面(mian)。如每年度开展的(de)(de)国(guo)家级和(he)省级自然保(bao)(bao)护(hu)区人类活动监(jian)测结果,应(ying)作为(wei)自然保(bao)(bao)护(hu)区能(neng)力建(jian)设资(zi)(zi)金(jin)(jin)分配和(he)调(diao)(diao)整的(de)(de)基础(chu)依据,避免(mian)出现(xian)一(yi)边(bian)违(wei)(wei)法违(wei)(wei)规搞(gao)着(zhe)生(sheng)(sheng)态(tai)破(po)坏(huai)、一(yi)边(bian)拿着(zhe)高额能(neng)力建(jian)设资(zi)(zi)金(jin)(jin)的(de)(de)现(xian)象。
