良好生態環(huan)境(jing)是(shi)實現(xian)中(zhong)華民(min)族永續發(fa)展的內在要求,是(shi)增進民(min)生福祉的優先領(ling)域。為深(shen)入學(xue)習貫徹習近平(ping)新時代中(zhong)國特色(se)社(she)會主義思(si)想和黨的十九(jiu)大精神(shen),決(jue)勝(sheng)全(quan)面(mian)(mian)建成小康社(she)會,全(quan)面(mian)(mian)加強生態環(huan)境(jing)保護,打(da)好污(wu)染防治攻堅戰,提升(sheng)生態文明,建設美麗中(zhong)國,現(xian)提出如下意見(jian)。
一、深刻認識生態環境保護面臨的形勢
黨(dang)的(de)(de)十八大(da)以來,以習近平同志為(wei)核(he)心的(de)(de)黨(dang)中央把(ba)生(sheng)(sheng)(sheng)(sheng)態(tai)(tai)文明建(jian)設(she)(she)作為(wei)統籌(chou)推進(jin)“五(wu)位一體(ti)”總體(ti)布局和(he)(he)協調(diao)推進(jin)“四個全(quan)面(mian)”戰略布局的(de)(de)重要(yao)(yao)內容,謀劃開展了一系(xi)列根本性(xing)(xing)、長(chang)遠性(xing)(xing)、開創性(xing)(xing)工作,推動生(sheng)(sheng)(sheng)(sheng)態(tai)(tai)文明建(jian)設(she)(she)和(he)(he)生(sheng)(sheng)(sheng)(sheng)態(tai)(tai)環(huan)境保(bao)(bao)護從實踐(jian)到(dao)(dao)認識發生(sheng)(sheng)(sheng)(sheng)了歷史性(xing)(xing)、轉折性(xing)(xing)、全(quan)局性(xing)(xing)變化。各地區各部門認真貫徹落(luo)實黨(dang)中央、國(guo)務院決策部署(shu),生(sheng)(sheng)(sheng)(sheng)態(tai)(tai)文明建(jian)設(she)(she)和(he)(he)生(sheng)(sheng)(sheng)(sheng)態(tai)(tai)環(huan)境保(bao)(bao)護制度體(ti)系(xi)加快(kuai)形(xing)成(cheng),全(quan)面(mian)節約(yue)資源有效推進(jin),大(da)氣、水(shui)、土壤污染防(fang)治行動計劃深(shen)入實施,生(sheng)(sheng)(sheng)(sheng)態(tai)(tai)系(xi)統保(bao)(bao)護和(he)(he)修復(fu)重大(da)工程進(jin)展順利,核(he)與(yu)輻射(she)安(an)全(quan)得(de)到(dao)(dao)有效保(bao)(bao)障,生(sheng)(sheng)(sheng)(sheng)態(tai)(tai)文明建(jian)設(she)(she)成(cheng)效顯(xian)著,美麗中國(guo)建(jian)設(she)(she)邁出重要(yao)(yao)步伐(fa),我國(guo)成(cheng)為(wei)全(quan)球生(sheng)(sheng)(sheng)(sheng)態(tai)(tai)文明建(jian)設(she)(she)的(de)(de)重要(yao)(yao)參與(yu)者(zhe)、貢(gong)獻者(zhe)、引領者(zhe)。
同時(shi),我國生(sheng)(sheng)態(tai)文明建設和生(sheng)(sheng)態(tai)環(huan)境保護面臨不(bu)(bu)少困難和挑戰(zhan),存在許多(duo)不(bu)(bu)足。一些(xie)(xie)地方和部門對生(sheng)(sheng)態(tai)環(huan)境保護認識不(bu)(bu)到(dao)位(wei),責任(ren)落實不(bu)(bu)到(dao)位(wei);經濟社(she)會(hui)發展同生(sheng)(sheng)態(tai)環(huan)境保護的(de)矛盾仍然突出,資源環(huan)境承(cheng)載能力已經達到(dao)或接近(jin)上限;城(cheng)鄉區(qu)(qu)域統籌不(bu)(bu)夠,新老環(huan)境問題(ti)交織,區(qu)(qu)域性(xing)、布局(ju)性(xing)、結構性(xing)環(huan)境風(feng)險凸顯,重污染天(tian)氣、黑臭水體、垃圾圍城(cheng)、生(sheng)(sheng)態(tai)破壞等問題(ti)時(shi)有(you)發生(sheng)(sheng)。這些(xie)(xie)問題(ti),成(cheng)為重要的(de)民生(sheng)(sheng)之(zhi)患、民心之(zhi)痛,成(cheng)為經濟社(she)會(hui)可持續發展的(de)瓶頸制約,成(cheng)為全面建成(cheng)小(xiao)康社(she)會(hui)的(de)明顯短(duan)板。
進(jin)(jin)入新時(shi)代,解決(jue)(jue)人(ren)民日(ri)益增(zeng)(zeng)長的(de)美好生(sheng)活需要(yao)和不平衡不充(chong)分的(de)發展之間的(de)矛(mao)盾對生(sheng)態環境(jing)保護提出(chu)許多(duo)新要(yao)求(qiu)。當前,生(sheng)態文明建設正處于壓力疊加(jia)、負(fu)重前行的(de)關鍵期(qi)(qi),已(yi)進(jin)(jin)入提供更多(duo)優(you)質生(sheng)態產品以滿足人(ren)民日(ri)益增(zeng)(zeng)長的(de)優(you)美生(sheng)態環境(jing)需要(yao)的(de)攻(gong)堅期(qi)(qi),也到了有條件有能力解決(jue)(jue)突出(chu)生(sheng)態環境(jing)問題的(de)窗口期(qi)(qi)。必(bi)須加(jia)大力度、加(jia)快治理、加(jia)緊攻(gong)堅,打好標志性的(de)重大戰役,為(wei)人(ren)民創造良好生(sheng)產生(sheng)活環境(jing)。
二、深入貫徹習近平生態文明思想
習近平(ping)總書記傳承中(zhong)(zhong)華(hua)(hua)民族傳統文(wen)化、順應時(shi)代潮流(liu)和人民意愿,站在堅持和發展中(zhong)(zhong)國特色社會(hui)主義、實現中(zhong)(zhong)華(hua)(hua)民族偉大(da)復興中(zhong)(zhong)國夢的(de)(de)戰略高度,深(shen)刻回(hui)答了(le)為什(shen)么建設生(sheng)態文(wen)明(ming)、建設什(shen)么樣的(de)(de)生(sheng)態文(wen)明(ming)、怎樣建設生(sheng)態文(wen)明(ming)等重大(da)理論和實踐(jian)問題,系(xi)統形成了(le)習近平(ping)生(sheng)態文(wen)明(ming)思想,有(you)力指導生(sheng)態文(wen)明(ming)建設和生(sheng)態環(huan)境保護(hu)取得歷史性(xing)成就、發生(sheng)歷史性(xing)變(bian)革。
堅(jian)持生(sheng)態(tai)興(xing)則(ze)文明興(xing)。建設生(sheng)態(tai)文明是關(guan)(guan)系中華民(min)(min)(min)族(zu)永續(xu)發展(zhan)的(de)根本大計(ji),功在當代、利在千秋,關(guan)(guan)系人民(min)(min)(min)福祉,關(guan)(guan)乎民(min)(min)(min)族(zu)未來。
堅持(chi)人(ren)與自(zi)然(ran)和(he)諧共生。保護(hu)自(zi)然(ran)就是(shi)(shi)保護(hu)人(ren)類,建(jian)設生態文明就是(shi)(shi)造(zao)福人(ren)類。必須尊重自(zi)然(ran)、順(shun)應自(zi)然(ran)、保護(hu)自(zi)然(ran),像保護(hu)眼(yan)睛一(yi)樣(yang)保護(hu)生態環境,像對待生命一(yi)樣(yang)對待生態環境,推動形成人(ren)與自(zi)然(ran)和(he)諧發展現代化建(jian)設新格局,還自(zi)然(ran)以寧靜(jing)、和(he)諧、美麗(li)。
堅(jian)持綠水(shui)青山就(jiu)是金山銀山。綠水(shui)青山既是自(zi)然財(cai)富、生(sheng)(sheng)(sheng)態(tai)財(cai)富,又是社會財(cai)富、經濟財(cai)富。保(bao)護生(sheng)(sheng)(sheng)態(tai)環境就(jiu)是保(bao)護生(sheng)(sheng)(sheng)產(chan)力,改善生(sheng)(sheng)(sheng)態(tai)環境就(jiu)是發(fa)展(zhan)(zhan)生(sheng)(sheng)(sheng)產(chan)力。必(bi)須堅(jian)持和(he)貫徹綠色(se)發(fa)展(zhan)(zhan)理念(nian),平衡(heng)和(he)處理好(hao)發(fa)展(zhan)(zhan)與保(bao)護的關系,推(tui)動形成綠色(se)發(fa)展(zhan)(zhan)方(fang)式和(he)生(sheng)(sheng)(sheng)活方(fang)式,堅(jian)定不移(yi)走生(sheng)(sheng)(sheng)產(chan)發(fa)展(zhan)(zhan)、生(sheng)(sheng)(sheng)活富裕、生(sheng)(sheng)(sheng)態(tai)良好(hao)的文明發(fa)展(zhan)(zhan)道(dao)路。
堅(jian)持(chi)良(liang)好(hao)生(sheng)(sheng)態環(huan)境是最普惠的民生(sheng)(sheng)福(fu)祉。生(sheng)(sheng)態文明建設同每個人息息相關。環(huan)境就(jiu)是民生(sheng)(sheng),青山(shan)就(jiu)是美麗,藍天也(ye)是幸福(fu)。必須堅(jian)持(chi)以人民為中心,重點解決損害群(qun)眾健康的突出(chu)環(huan)境問題,提供更多優質生(sheng)(sheng)態產品。
堅持山水(shui)林田(tian)湖(hu)草是(shi)生(sheng)(sheng)命共同體(ti)。生(sheng)(sheng)態(tai)環(huan)境是(shi)統一的(de)有機整體(ti)。必(bi)須按照系(xi)統工程(cheng)的(de)思(si)路(lu),構建生(sheng)(sheng)態(tai)環(huan)境治(zhi)理體(ti)系(xi),著力擴大環(huan)境容量和生(sheng)(sheng)態(tai)空間,全(quan)方位、全(quan)地(di)域、全(quan)過(guo)程(cheng)開展生(sheng)(sheng)態(tai)環(huan)境保護。
堅持(chi)用(yong)最嚴格制度(du)(du)最嚴密(mi)法(fa)治保護(hu)生態環境。保護(hu)生態環境必須依靠制度(du)(du)、依靠法(fa)治。必須構(gou)建(jian)產權清晰、多(duo)元(yuan)參與、激勵約(yue)束(shu)并重、系(xi)統完整的(de)生態文明制度(du)(du)體系(xi),讓(rang)制度(du)(du)成為(wei)剛性約(yue)束(shu)和不可觸碰(peng)的(de)高壓線(xian)。
堅(jian)持(chi)建設美麗中(zhong)國(guo)全(quan)(quan)民(min)(min)行(xing)動(dong)。美麗中(zhong)國(guo)是人民(min)(min)群眾(zhong)共同參與共同建設共同享有(you)的(de)事(shi)業。必須加強生態文明宣傳(chuan)教育,牢固(gu)樹立生態文明價值(zhi)觀念和行(xing)為(wei)準則,把建設美麗中(zhong)國(guo)化為(wei)全(quan)(quan)民(min)(min)自覺行(xing)動(dong)。
堅持(chi)共(gong)(gong)(gong)謀全球生態文明建設(she)。生態文明建設(she)是構建人(ren)類命運共(gong)(gong)(gong)同(tong)體的重要內容。必須同(tong)舟共(gong)(gong)(gong)濟、共(gong)(gong)(gong)同(tong)努力(li),構筑尊崇自(zi)然、綠(lv)色(se)發展(zhan)的生態體系,推動全球生態環境治理,建設(she)清潔(jie)美麗世界。
習近平生態文(wen)明(ming)思想為推進美麗中國建設、實(shi)現人(ren)與(yu)自然(ran)和諧共生的現代(dai)化(hua)提供了方向(xiang)指(zhi)引和根本遵循,必須用以武裝(zhuang)頭腦、指(zhi)導實(shi)踐、推動工作。要教育廣大干部(bu)(bu)增強“四個(ge)意識(shi)”,樹立正確政績(ji)觀,把(ba)生態文(wen)明(ming)建設重(zhong)大部(bu)(bu)署和重(zhong)要任(ren)務落到實(shi)處,讓良(liang)(liang)好生態環境成(cheng)為人(ren)民幸福生活的增長點、成(cheng)為經濟社(she)會持續健康發展的支撐點、成(cheng)為展現我(wo)國良(liang)(liang)好形(xing)象的發力點。
三、全面加強黨對生態環境保護的領導
加(jia)強(qiang)生(sheng)態環境保護、堅(jian)(jian)決(jue)打好污染防治攻(gong)堅(jian)(jian)戰是黨(dang)和(he)國家的重大決(jue)策部(bu)署(shu),各(ge)級黨(dang)委和(he)政(zheng)府要強(qiang)化對生(sheng)態文明建設(she)和(he)生(sheng)態環境保護的總體設(she)計和(he)組織領導,統籌協(xie)調處(chu)理重大問題,指導、推動、督促各(ge)地(di)區(qu)各(ge)部(bu)門落實(shi)黨(dang)中央、國務(wu)院重大政(zheng)策措施(shi)。
(一(yi)(yi)(yi))落(luo)(luo)實黨(dang)政主體責(ze)任(ren)(ren)(ren)。落(luo)(luo)實領導(dao)干部(bu)生(sheng)(sheng)態(tai)(tai)(tai)(tai)文明建設(she)責(ze)任(ren)(ren)(ren)制,嚴(yan)格實行(xing)(xing)黨(dang)政同責(ze)、一(yi)(yi)(yi)崗雙責(ze)。地方各級黨(dang)委和政府(fu)必須堅決扛起生(sheng)(sheng)態(tai)(tai)(tai)(tai)文明建設(she)和生(sheng)(sheng)態(tai)(tai)(tai)(tai)環境(jing)(jing)保護(hu)的政治責(ze)任(ren)(ren)(ren),對本行(xing)(xing)政區(qu)域(yu)的生(sheng)(sheng)態(tai)(tai)(tai)(tai)環境(jing)(jing)保護(hu)工(gong)(gong)作(zuo)及生(sheng)(sheng)態(tai)(tai)(tai)(tai)環境(jing)(jing)質量負(fu)總責(ze),主要(yao)負(fu)責(ze)人是本行(xing)(xing)政區(qu)域(yu)生(sheng)(sheng)態(tai)(tai)(tai)(tai)環境(jing)(jing)保護(hu)第一(yi)(yi)(yi)責(ze)任(ren)(ren)(ren)人,至少每季度研究(jiu)一(yi)(yi)(yi)次生(sheng)(sheng)態(tai)(tai)(tai)(tai)環境(jing)(jing)保護(hu)工(gong)(gong)作(zuo),其(qi)他(ta)有關(guan)領導(dao)成員(yuan)在職責(ze)范(fan)圍(wei)內承擔(dan)相應責(ze)任(ren)(ren)(ren)。各地要(yao)制定(ding)責(ze)任(ren)(ren)(ren)清單,把任(ren)(ren)(ren)務分解落(luo)(luo)實到(dao)有關(guan)部(bu)門(men)。抓緊出臺中(zhong)央和國(guo)家機關(guan)相關(guan)部(bu)門(men)生(sheng)(sheng)態(tai)(tai)(tai)(tai)環境(jing)(jing)保護(hu)責(ze)任(ren)(ren)(ren)清單。各相關(guan)部(bu)門(men)要(yao)履行(xing)(xing)好生(sheng)(sheng)態(tai)(tai)(tai)(tai)環境(jing)(jing)保護(hu)職責(ze),制定(ding)生(sheng)(sheng)態(tai)(tai)(tai)(tai)環境(jing)(jing)保護(hu)年度工(gong)(gong)作(zuo)計劃(hua)和措(cuo)施。各地區(qu)各部(bu)門(men)落(luo)(luo)實情況每年向黨(dang)中(zhong)央、國(guo)務院報告。
健(jian)全環(huan)(huan)境保(bao)(bao)護督(du)察機制(zhi)。完善(shan)(shan)中央和(he)省級環(huan)(huan)境保(bao)(bao)護督(du)察體系,制(zhi)定(ding)環(huan)(huan)境保(bao)(bao)護督(du)察工作規定(ding),以(yi)解決突出生(sheng)(sheng)態(tai)(tai)環(huan)(huan)境問(wen)題(ti)、改(gai)善(shan)(shan)生(sheng)(sheng)態(tai)(tai)環(huan)(huan)境質(zhi)量、推動高質(zhi)量發(fa)展為重點(dian),夯實生(sheng)(sheng)態(tai)(tai)文(wen)明建設和(he)生(sheng)(sheng)態(tai)(tai)環(huan)(huan)境保(bao)(bao)護政治責任,推動環(huan)(huan)境保(bao)(bao)護督(du)察向縱深(shen)發(fa)展。完善(shan)(shan)督(du)查(cha)、交辦、巡查(cha)、約談(tan)、專(zhuan)項督(du)察機制(zhi),開展重點(dian)區(qu)域、重點(dian)領域、重點(dian)行業專(zhuan)項督(du)察。
(二)強化(hua)考核(he)(he)問責。制定對省(自治區(qu)、直轄市)黨委、人(ren)大、政府以及中央和國家機關(guan)有關(guan)部門污染(ran)防治攻堅戰成效考核(he)(he)辦法,對生態環(huan)境(jing)(jing)保護立法執法情(qing)(qing)況、年度工作目標任(ren)(ren)務(wu)完成情(qing)(qing)況、生態環(huan)境(jing)(jing)質量(liang)狀況、資(zi)(zi)金投入使用情(qing)(qing)況、公眾(zhong)滿意程(cheng)度等(deng)相(xiang)關(guan)方面開展(zhan)考核(he)(he)。各地參(can)照(zhao)制定考核(he)(he)實施細則。開展(zhan)領(ling)導干(gan)部自然資(zi)(zi)源資(zi)(zi)產離任(ren)(ren)審計(ji)。考核(he)(he)結果作為領(ling)導班子和領(ling)導干(gan)部綜合考核(he)(he)評價、獎懲任(ren)(ren)免的重(zhong)要依據。
嚴格(ge)責(ze)(ze)任(ren)(ren)追(zhui)究(jiu)。對(dui)(dui)省(自治區、直轄市)黨委(wei)和政府以及負有生(sheng)(sheng)態(tai)環境保護(hu)責(ze)(ze)任(ren)(ren)的(de)(de)中央(yang)和國(guo)家(jia)機關有關部(bu)門貫徹落實(shi)黨中央(yang)、國(guo)務院決策(ce)部(bu)署不(bu)(bu)(bu)堅決不(bu)(bu)(bu)徹底、生(sheng)(sheng)態(tai)文明建設和生(sheng)(sheng)態(tai)環境保護(hu)責(ze)(ze)任(ren)(ren)制執行不(bu)(bu)(bu)到位、污染防(fang)治攻堅任(ren)(ren)務完成(cheng)嚴重滯后、區域生(sheng)(sheng)態(tai)環境問題突出的(de)(de),約談主要(yao)(yao)負責(ze)(ze)人,同時責(ze)(ze)成(cheng)其向黨中央(yang)、國(guo)務院作出深刻(ke)檢查。對(dui)(dui)年度目(mu)標任(ren)(ren)務未完成(cheng)、考核不(bu)(bu)(bu)合格(ge)的(de)(de)市、縣,黨政主要(yao)(yao)負責(ze)(ze)人和相關領(ling)導班子成(cheng)員不(bu)(bu)(bu)得評(ping)優評(ping)先(xian)。對(dui)(dui)在生(sheng)(sheng)態(tai)環境方面造成(cheng)嚴重破壞(huai)負有責(ze)(ze)任(ren)(ren)的(de)(de)干(gan)部(bu),不(bu)(bu)(bu)得提拔(ba)使用(yong)或者轉任(ren)(ren)重要(yao)(yao)職務。對(dui)(dui)不(bu)(bu)(bu)顧生(sheng)(sheng)態(tai)環境盲目(mu)決策(ce)、違法違規審批開(kai)發(fa)利(li)用(yong)規劃和建設項目(mu)的(de)(de),對(dui)(dui)造成(cheng)生(sheng)(sheng)態(tai)環境質量(liang)惡化(hua)、生(sheng)(sheng)態(tai)嚴重破壞(huai)的(de)(de),對(dui)(dui)生(sheng)(sheng)態(tai)環境事件多(duo)發(fa)高(gao)發(fa)、應對(dui)(dui)不(bu)(bu)(bu)力、群(qun)眾反(fan)映強烈的(de)(de),對(dui)(dui)生(sheng)(sheng)態(tai)環境保護(hu)責(ze)(ze)任(ren)(ren)沒有落實(shi)、推(tui)諉扯皮、沒有完成(cheng)工作任(ren)(ren)務的(de)(de),依紀依法嚴格(ge)問責(ze)(ze)、終身追(zhui)責(ze)(ze)。
四、總體目標和基本原則
(一)總(zong)體(ti)目(mu)標。到2020年,生(sheng)態環境(jing)(jing)質量(liang)總(zong)體(ti)改善,主要污(wu)染物排(pai)放總(zong)量(liang)大(da)幅減少,環境(jing)(jing)風險得到有效(xiao)管控,生(sheng)態環境(jing)(jing)保護水(shui)平同全面建(jian)成(cheng)小康(kang)社會目(mu)標相適應。
具(ju)體指(zhi)標:全(quan)(quan)國細顆粒物(PM2.5)未達(da)標地(di)級(ji)及以(yi)上(shang)城市(shi)濃度比(bi)(bi)(bi)2015年下降18%以(yi)上(shang),地(di)級(ji)及以(yi)上(shang)城市(shi)空氣質(zhi)量優(you)良天數比(bi)(bi)(bi)率(lv)達(da)到80%以(yi)上(shang);全(quan)(quan)國地(di)表水(shui)Ⅰ-Ⅲ類水(shui)體比(bi)(bi)(bi)例(li)達(da)到70%以(yi)上(shang),劣Ⅴ類水(shui)體比(bi)(bi)(bi)例(li)控制(zhi)在5%以(yi)內;近岸海域水(shui)質(zhi)優(you)良(一(yi)、二(er)類)比(bi)(bi)(bi)例(li)達(da)到70%左(zuo)右(you);二(er)氧化(hua)硫、氮氧化(hua)物排放(fang)量比(bi)(bi)(bi)2015年減少15%以(yi)上(shang),化(hua)學(xue)需氧量、氨氮排放(fang)量減少10%以(yi)上(shang);受污染耕地(di)安(an)全(quan)(quan)利(li)用率(lv)達(da)到90%左(zuo)右(you),污染地(di)塊安(an)全(quan)(quan)利(li)用率(lv)達(da)到90%以(yi)上(shang);生態保護紅線面積占比(bi)(bi)(bi)達(da)到25%左(zuo)右(you);森林覆蓋率(lv)達(da)到23.04%以(yi)上(shang)。
通過(guo)加快(kuai)構建生(sheng)(sheng)態文(wen)明(ming)體(ti)系,確保到(dao)2035年節約資源(yuan)和(he)保護生(sheng)(sheng)態環境(jing)(jing)(jing)的空間格局、產業結(jie)構、生(sheng)(sheng)產方式、生(sheng)(sheng)活方式總體(ti)形成,生(sheng)(sheng)態環境(jing)(jing)(jing)質(zhi)量實現(xian)根(gen)本(ben)好(hao)轉,美麗中國目標基本(ben)實現(xian)。到(dao)本(ben)世紀中葉,生(sheng)(sheng)態文(wen)明(ming)全面(mian)提升,實現(xian)生(sheng)(sheng)態環境(jing)(jing)(jing)領域國家治理體(ti)系和(he)治理能力現(xian)代化。
(二)基本原則
——堅(jian)持(chi)保護(hu)優先。落實生(sheng)態(tai)保護(hu)紅線、環境質量(liang)底(di)線、資源利用上(shang)線硬約束(shu),深化供給側結構性改革,推動形(xing)成綠色發(fa)(fa)展方(fang)(fang)式和生(sheng)活方(fang)(fang)式,堅(jian)定不移走(zou)生(sheng)產發(fa)(fa)展、生(sheng)活富裕、生(sheng)態(tai)良好(hao)的(de)文明發(fa)(fa)展道路。

——突出改(gai)革創新。深化生態環境保(bao)護體(ti)制(zhi)機制(zhi)改(gai)革,統(tong)籌兼顧、系統(tong)謀劃,強化協調、整(zheng)合力量,區域協作(zuo)、條塊結(jie)合,嚴格環境標(biao)準,完善(shan)經濟政策,增強科技支撐和能力保(bao)障,提升生態環境治理的(de)系統(tong)性、整(zheng)體(ti)性、協同性。

五、推動形成綠色發展方式和生活方式
堅持節約(yue)優先,加(jia)強源(yuan)頭管控(kong),轉變發(fa)展方式,培育壯大(da)新(xin)興產業,推(tui)動傳統產業智(zhi)能(neng)化(hua)、清潔化(hua)改造(zao),加(jia)快(kuai)發(fa)展節能(neng)環保(bao)產業,全面(mian)節約(yue)能(neng)源(yuan)資源(yuan),協同推(tui)動經濟高質量發(fa)展和生態環境高水(shui)平保(bao)護。
(一)促進(jin)經濟綠(lv)(lv)色(se)低碳(tan)循環(huan)(huan)發(fa)展(zhan)(zhan)(zhan)(zhan)(zhan)。對(dui)重(zhong)點(dian)(dian)區(qu)(qu)域(yu)、重(zhong)點(dian)(dian)流域(yu)、重(zhong)點(dian)(dian)行(xing)業(ye)(ye)(ye)(ye)和(he)(he)產(chan)(chan)(chan)(chan)業(ye)(ye)(ye)(ye)布局開(kai)(kai)展(zhan)(zhan)(zhan)(zhan)(zhan)規劃環(huan)(huan)評,調整優化(hua)不符合(he)生(sheng)(sheng)態環(huan)(huan)境(jing)(jing)功能(neng)(neng)定(ding)位的產(chan)(chan)(chan)(chan)業(ye)(ye)(ye)(ye)布局、規模(mo)和(he)(he)結(jie)構。嚴格控制重(zhong)點(dian)(dian)流域(yu)、重(zhong)點(dian)(dian)區(qu)(qu)域(yu)環(huan)(huan)境(jing)(jing)風險項(xiang)目(mu)。對(dui)國家級(ji)新(xin)(xin)區(qu)(qu)、工業(ye)(ye)(ye)(ye)園區(qu)(qu)、高新(xin)(xin)區(qu)(qu)等進(jin)行(xing)集中整治,限期(qi)進(jin)行(xing)達標(biao)改(gai)造(zao)。加快城(cheng)市建(jian)成區(qu)(qu)、重(zhong)點(dian)(dian)流域(yu)的重(zhong)污染(ran)企業(ye)(ye)(ye)(ye)和(he)(he)危(wei)險化(hua)學(xue)品企業(ye)(ye)(ye)(ye)搬(ban)(ban)遷改(gai)造(zao),2018年年底前,相(xiang)關城(cheng)市政府就此制定(ding)專項(xiang)計劃并向社會公開(kai)(kai)。促進(jin)傳統產(chan)(chan)(chan)(chan)業(ye)(ye)(ye)(ye)優化(hua)升級(ji),構建(jian)綠(lv)(lv)色(se)產(chan)(chan)(chan)(chan)業(ye)(ye)(ye)(ye)鏈體系。繼續化(hua)解過剩產(chan)(chan)(chan)(chan)能(neng)(neng),嚴禁鋼(gang)鐵(tie)、水泥、電(dian)解鋁、平(ping)板玻璃等行(xing)業(ye)(ye)(ye)(ye)新(xin)(xin)增產(chan)(chan)(chan)(chan)能(neng)(neng),對(dui)確有必要(yao)新(xin)(xin)建(jian)的必須實施等量(liang)或(huo)減量(liang)置換。加快推(tui)進(jin)危(wei)險化(hua)學(xue)品生(sheng)(sheng)產(chan)(chan)(chan)(chan)企業(ye)(ye)(ye)(ye)搬(ban)(ban)遷改(gai)造(zao)工程。提高污染(ran)排(pai)放標(biao)準(zhun),加大(da)(da)鋼(gang)鐵(tie)等重(zhong)點(dian)(dian)行(xing)業(ye)(ye)(ye)(ye)落(luo)后(hou)產(chan)(chan)(chan)(chan)能(neng)(neng)淘(tao)汰(tai)力(li)度,鼓勵各地制定(ding)范圍(wei)更廣(guang)、標(biao)準(zhun)更嚴的落(luo)后(hou)產(chan)(chan)(chan)(chan)能(neng)(neng)淘(tao)汰(tai)政策。構建(jian)市場(chang)導(dao)向的綠(lv)(lv)色(se)技(ji)術創新(xin)(xin)體系,強(qiang)(qiang)化(hua)產(chan)(chan)(chan)(chan)品全生(sheng)(sheng)命(ming)周期(qi)綠(lv)(lv)色(se)管理。大(da)(da)力(li)發(fa)展(zhan)(zhan)(zhan)(zhan)(zhan)節能(neng)(neng)環(huan)(huan)保產(chan)(chan)(chan)(chan)業(ye)(ye)(ye)(ye)、清潔(jie)(jie)(jie)生(sheng)(sheng)產(chan)(chan)(chan)(chan)產(chan)(chan)(chan)(chan)業(ye)(ye)(ye)(ye)、清潔(jie)(jie)(jie)能(neng)(neng)源(yuan)產(chan)(chan)(chan)(chan)業(ye)(ye)(ye)(ye),加強(qiang)(qiang)科技(ji)創新(xin)(xin)引領,著力(li)引導(dao)綠(lv)(lv)色(se)消費,大(da)(da)力(li)提高節能(neng)(neng)、環(huan)(huan)保、資源(yuan)循環(huan)(huan)利用等綠(lv)(lv)色(se)產(chan)(chan)(chan)(chan)業(ye)(ye)(ye)(ye)技(ji)術裝備水平(ping),培育發(fa)展(zhan)(zhan)(zhan)(zhan)(zhan)一批(pi)骨干企業(ye)(ye)(ye)(ye)。大(da)(da)力(li)發(fa)展(zhan)(zhan)(zhan)(zhan)(zhan)節能(neng)(neng)和(he)(he)環(huan)(huan)境(jing)(jing)服務業(ye)(ye)(ye)(ye),推(tui)行(xing)合(he)同能(neng)(neng)源(yuan)管理、合(he)同節水管理,積極探(tan)索區(qu)(qu)域(yu)環(huan)(huan)境(jing)(jing)托管服務等新(xin)(xin)模(mo)式。鼓勵新(xin)(xin)業(ye)(ye)(ye)(ye)態發(fa)展(zhan)(zhan)(zhan)(zhan)(zhan)和(he)(he)模(mo)式創新(xin)(xin)。在能(neng)(neng)源(yuan)、冶金、建(jian)材、有色(se)、化(hua)工、電(dian)鍍、造(zao)紙、印染(ran)、農副食品加工等行(xing)業(ye)(ye)(ye)(ye),全面推(tui)進(jin)清潔(jie)(jie)(jie)生(sheng)(sheng)產(chan)(chan)(chan)(chan)改(gai)造(zao)或(huo)清潔(jie)(jie)(jie)化(hua)改(gai)造(zao)。
(二)推(tui)(tui)進(jin)(jin)能(neng)源(yuan)(yuan)(yuan)資源(yuan)(yuan)(yuan)全面節(jie)約。強化(hua)能(neng)源(yuan)(yuan)(yuan)和(he)(he)水(shui)資源(yuan)(yuan)(yuan)消耗(hao)、建(jian)(jian)設(she)用地(di)(di)等總量和(he)(he)強度(du)(du)雙控(kong)行(xing)動,實(shi)(shi)(shi)行(xing)最嚴格的耕地(di)(di)保護、節(jie)約用地(di)(di)和(he)(he)水(shui)資源(yuan)(yuan)(yuan)管(guan)理制(zhi)度(du)(du)。實(shi)(shi)(shi)施國家節(jie)水(shui)行(xing)動,完善水(shui)價形成機制(zhi),推(tui)(tui)進(jin)(jin)節(jie)水(shui)型社會和(he)(he)節(jie)水(shui)型城市建(jian)(jian)設(she),到2020年(nian),全國用水(shui)總量控(kong)制(zhi)在6700億(yi)立方米以內。健全節(jie)能(neng)、節(jie)水(shui)、節(jie)地(di)(di)、節(jie)材(cai)、節(jie)礦標(biao)準體系(xi),大幅降低(di)重點(dian)行(xing)業(ye)和(he)(he)企業(ye)能(neng)耗(hao)、物耗(hao),推(tui)(tui)行(xing)生產(chan)(chan)者責任延伸制(zhi)度(du)(du),實(shi)(shi)(shi)現(xian)生產(chan)(chan)系(xi)統(tong)和(he)(he)生活(huo)系(xi)統(tong)循環鏈接。鼓勵(li)新(xin)建(jian)(jian)建(jian)(jian)筑(zhu)采用綠(lv)色建(jian)(jian)材(cai),大力(li)(li)發展裝(zhuang)配式建(jian)(jian)筑(zhu),提高新(xin)建(jian)(jian)綠(lv)色建(jian)(jian)筑(zhu)比例。以北方采暖地(di)(di)區為重點(dian),推(tui)(tui)進(jin)(jin)既有居住建(jian)(jian)筑(zhu)節(jie)能(neng)改(gai)造。積極應(ying)對氣(qi)候變化(hua),采取有力(li)(li)措施確保完成2020年(nian)控(kong)制(zhi)溫室氣(qi)體排(pai)放行(xing)動目標(biao)。扎實(shi)(shi)(shi)推(tui)(tui)進(jin)(jin)全國碳排(pai)放權交易市場建(jian)(jian)設(she),統(tong)籌深(shen)化(hua)低(di)碳試點(dian)。
(三)引導公眾綠(lv)色(se)(se)(se)生活。加強生態文(wen)明宣傳教(jiao)育,倡導簡約適度(du)、綠(lv)色(se)(se)(se)低碳的(de)生活方式,反(fan)對(dui)奢侈浪費(fei)和不合理消費(fei)。開展創建綠(lv)色(se)(se)(se)家庭、綠(lv)色(se)(se)(se)學(xue)校、綠(lv)色(se)(se)(se)社區、綠(lv)色(se)(se)(se)商場、綠(lv)色(se)(se)(se)餐(can)館等(deng)行(xing)動。推行(xing)綠(lv)色(se)(se)(se)消費(fei),出臺快遞(di)業、共享經濟等(deng)新業態的(de)規范標準,推廣環境(jing)標志產(chan)品、有(you)機產(chan)品等(deng)綠(lv)色(se)(se)(se)產(chan)品。提倡綠(lv)色(se)(se)(se)居(ju)住,節(jie)約用(yong)水用(yong)電,合理控制夏季空調和冬(dong)季取暖室(shi)內溫度(du)。大(da)力發展公共交通(tong),鼓勵自(zi)行(xing)車、步行(xing)等(deng)綠(lv)色(se)(se)(se)出行(xing)。
六、堅決打贏藍天保衛戰
編(bian)制(zhi)實施打贏藍天(tian)保衛戰(zhan)三年(nian)作戰(zhan)計劃(hua),以京津冀及周邊、長三角、汾渭平(ping)原等重(zhong)點區域為主戰(zhan)場,調整優化(hua)產業(ye)結構、能源(yuan)結構、運輸(shu)結構、用地(di)結構,強化(hua)區域聯(lian)防聯(lian)控(kong)和重(zhong)污(wu)染(ran)(ran)天(tian)氣(qi)應(ying)對,進(jin)一(yi)步明(ming)(ming)(ming)顯(xian)降低PM2.5濃度,明(ming)(ming)(ming)顯(xian)減少重(zhong)污(wu)染(ran)(ran)天(tian)數(shu),明(ming)(ming)(ming)顯(xian)改善(shan)大氣(qi)環(huan)境質量,明(ming)(ming)(ming)顯(xian)增強人民(min)的藍天(tian)幸福感。
(一(yi))加(jia)強(qiang)工(gong)業(ye)企(qi)業(ye)大(da)氣(qi)污(wu)染(ran)(ran)綜合治(zhi)(zhi)理。全面整治(zhi)(zhi)“散亂污(wu)”企(qi)業(ye)及(ji)集(ji)群,實行(xing)拉(la)網式排(pai)(pai)(pai)查和(he)清(qing)單式、臺(tai)賬式、網格化(hua)(hua)管理,分類實施(shi)關停(ting)(ting)取(qu)締、整合搬遷(qian)、整改(gai)提升等(deng)(deng)措施(shi),京津冀(ji)及(ji)周(zhou)邊區(qu)域(yu)2018年(nian)(nian)年(nian)(nian)底前完成(cheng)(cheng),其他(ta)重(zhong)點(dian)(dian)區(qu)域(yu)2019年(nian)(nian)年(nian)(nian)底前完成(cheng)(cheng)。堅決(jue)關停(ting)(ting)用地、工(gong)商手(shou)續不(bu)全并難(nan)以(yi)(yi)通過(guo)改(gai)造(zao)達標的(de)企(qi)業(ye),限(xian)期治(zhi)(zhi)理可以(yi)(yi)達標改(gai)造(zao)的(de)企(qi)業(ye),逾期依(yi)法一(yi)律(lv)關停(ting)(ting)。強(qiang)化(hua)(hua)工(gong)業(ye)企(qi)業(ye)無組(zu)織排(pai)(pai)(pai)放(fang)管理,推(tui)(tui)進揮(hui)發性有(you)機物排(pai)(pai)(pai)放(fang)綜合整治(zhi)(zhi),開(kai)展大(da)氣(qi)氨排(pai)(pai)(pai)放(fang)控制試點(dian)(dian)。到(dao)2020年(nian)(nian),揮(hui)發性有(you)機物排(pai)(pai)(pai)放(fang)總量比2015年(nian)(nian)下降10%以(yi)(yi)上。重(zhong)點(dian)(dian)區(qu)域(yu)和(he)大(da)氣(qi)污(wu)染(ran)(ran)嚴重(zhong)城市加(jia)大(da)鋼鐵(tie)、鑄造(zao)、煉焦、建材、電(dian)(dian)解鋁(lv)等(deng)(deng)產(chan)能壓減力(li)度,實施(shi)大(da)氣(qi)污(wu)染(ran)(ran)物特(te)別排(pai)(pai)(pai)放(fang)限(xian)值。加(jia)大(da)排(pai)(pai)(pai)放(fang)高(gao)、污(wu)染(ran)(ran)重(zhong)的(de)煤電(dian)(dian)機組(zu)淘汰力(li)度,在重(zhong)點(dian)(dian)區(qu)域(yu)加(jia)快推(tui)(tui)進。到(dao)2020年(nian)(nian),具(ju)(ju)備改(gai)造(zao)條件(jian)的(de)燃煤電(dian)(dian)廠全部完成(cheng)(cheng)超(chao)低排(pai)(pai)(pai)放(fang)改(gai)造(zao),重(zhong)點(dian)(dian)區(qu)域(yu)不(bu)具(ju)(ju)備改(gai)造(zao)條件(jian)的(de)高(gao)污(wu)染(ran)(ran)燃煤電(dian)(dian)廠逐(zhu)步(bu)關停(ting)(ting)。推(tui)(tui)動鋼鐵(tie)等(deng)(deng)行(xing)業(ye)超(chao)低排(pai)(pai)(pai)放(fang)改(gai)造(zao)。
(二)大力推(tui)(tui)進散煤(mei)(mei)治理和煤(mei)(mei)炭消費減(jian)量(liang)替代。增加(jia)清(qing)(qing)潔能(neng)(neng)源(yuan)(yuan)使用(yong),拓寬清(qing)(qing)潔能(neng)(neng)源(yuan)(yuan)消納渠道,落實(shi)可再生能(neng)(neng)源(yuan)(yuan)發電全(quan)額(e)保障(zhang)性收購(gou)政策。安全(quan)高(gao)效(xiao)(xiao)發展核電。推(tui)(tui)動清(qing)(qing)潔低碳(tan)能(neng)(neng)源(yuan)(yuan)優先上網。加(jia)快(kuai)重點輸電通道建設,提高(gao)重點區域接受外輸電比例。因地(di)制宜、加(jia)快(kuai)實(shi)施北(bei)方地(di)區冬季(ji)(ji)清(qing)(qing)潔取暖五(wu)年(nian)規劃。鼓勵(li)余熱(re)、淺層(ceng)地(di)熱(re)能(neng)(neng)等清(qing)(qing)潔能(neng)(neng)源(yuan)(yuan)取暖。加(jia)強煤(mei)(mei)層(ceng)氣(qi)(煤(mei)(mei)礦瓦斯)綜合(he)利(li)用(yong),實(shi)施生物天然氣(qi)工程。到2020年(nian),京(jing)津(jin)冀及(ji)周邊、汾(fen)渭平(ping)原的(de)平(ping)原地(di)區基本完成生活和冬季(ji)(ji)取暖散煤(mei)(mei)替代;北(bei)京(jing)、天津(jin)、河北(bei)、山東、河南及(ji)珠三(san)角區域煤(mei)(mei)炭消費總量(liang)比2015年(nian)均(jun)下降(jiang)10%左(zuo)右,上海、江(jiang)蘇、浙江(jiang)、安徽及(ji)汾(fen)渭平(ping)原煤(mei)(mei)炭消費總量(liang)均(jun)下降(jiang)5%左(zuo)右;重點區域基本淘汰每小時35蒸噸以下燃煤(mei)(mei)鍋爐(lu)。推(tui)(tui)廣(guang)清(qing)(qing)潔高(gao)效(xiao)(xiao)燃煤(mei)(mei)鍋爐(lu)。
(三)打(da)好柴油(you)(you)(you)(you)(you)貨(huo)車(che)(che)(che)(che)污染(ran)治理(li)攻(gong)堅戰。以(yi)開(kai)展柴油(you)(you)(you)(you)(you)貨(huo)車(che)(che)(che)(che)超(chao)標(biao)(biao)(biao)排(pai)(pai)放專項整治為(wei)抓手,統籌開(kai)展油(you)(you)(you)(you)(you)、路(lu)(lu)、車(che)(che)(che)(che)治理(li)和(he)(he)(he)機(ji)(ji)(ji)動(dong)車(che)(che)(che)(che)船(chuan)(chuan)(chuan)污染(ran)防(fang)治。嚴(yan)厲打(da)擊(ji)生(sheng)產銷售不(bu)達標(biao)(biao)(biao)車(che)(che)(che)(che)輛(liang)、排(pai)(pai)放檢驗機(ji)(ji)(ji)構檢測(ce)弄虛作(zuo)假等違法行(xing)為(wei)。加快淘(tao)汰(tai)(tai)老(lao)舊車(che)(che)(che)(che),鼓勵(li)清潔能(neng)源車(che)(che)(che)(che)輛(liang)、船(chuan)(chuan)(chuan)舶(bo)(bo)(bo)的(de)(de)(de)推廣使用(yong)(yong)(yong)(yong)。建設(she)“天地車(che)(che)(che)(che)人”一體(ti)化(hua)的(de)(de)(de)機(ji)(ji)(ji)動(dong)車(che)(che)(che)(che)排(pai)(pai)放監控系統,完善機(ji)(ji)(ji)動(dong)車(che)(che)(che)(che)遙感監測(ce)網(wang)絡。推進鋼(gang)鐵、電(dian)力(li)、電(dian)解鋁(lv)、焦化(hua)等重點工業(ye)企業(ye)和(he)(he)(he)工業(ye)園(yuan)區(qu)(qu)(qu)貨(huo)物(wu)由公路(lu)(lu)運輸轉向鐵路(lu)(lu)運輸。顯著提高重點區(qu)(qu)(qu)域(yu)(yu)大宗貨(huo)物(wu)鐵路(lu)(lu)水(shui)(shui)路(lu)(lu)貨(huo)運比(bi)例,提高沿海港(gang)口集裝箱鐵路(lu)(lu)集疏(shu)港(gang)比(bi)例。重點區(qu)(qu)(qu)域(yu)(yu)提前實施(shi)機(ji)(ji)(ji)動(dong)車(che)(che)(che)(che)國六排(pai)(pai)放標(biao)(biao)(biao)準(zhun)(zhun),嚴(yan)格實施(shi)船(chuan)(chuan)(chuan)舶(bo)(bo)(bo)和(he)(he)(he)非道路(lu)(lu)移(yi)動(dong)機(ji)(ji)(ji)械(xie)大氣排(pai)(pai)放標(biao)(biao)(biao)準(zhun)(zhun)。鼓勵(li)淘(tao)汰(tai)(tai)老(lao)舊船(chuan)(chuan)(chuan)舶(bo)(bo)(bo)、工程機(ji)(ji)(ji)械(xie)和(he)(he)(he)農業(ye)機(ji)(ji)(ji)械(xie)。落(luo)實珠(zhu)三角(jiao)、長(chang)三角(jiao)、環渤海京(jing)津冀水(shui)(shui)域(yu)(yu)船(chuan)(chuan)(chuan)舶(bo)(bo)(bo)排(pai)(pai)放控制區(qu)(qu)(qu)管理(li)政(zheng)策,全(quan)國主(zhu)要港(gang)口和(he)(he)(he)排(pai)(pai)放控制區(qu)(qu)(qu)內(nei)港(gang)口靠港(gang)船(chuan)(chuan)(chuan)舶(bo)(bo)(bo)率先使用(yong)(yong)(yong)(yong)岸(an)電(dian)。到2020年(nian),長(chang)江干(gan)線、西江航(hang)運干(gan)線、京(jing)杭運河(he)水(shui)(shui)上服務區(qu)(qu)(qu)和(he)(he)(he)待閘(zha)錨地基本具(ju)備船(chuan)(chuan)(chuan)舶(bo)(bo)(bo)岸(an)電(dian)供(gong)應能(neng)力(li)。2019年(nian)1月1日起,全(quan)國供(gong)應符合國六標(biao)(biao)(biao)準(zhun)(zhun)的(de)(de)(de)車(che)(che)(che)(che)用(yong)(yong)(yong)(yong)汽油(you)(you)(you)(you)(you)和(he)(he)(he)車(che)(che)(che)(che)用(yong)(yong)(yong)(yong)柴油(you)(you)(you)(you)(you),力(li)爭重點區(qu)(qu)(qu)域(yu)(yu)提前供(gong)應。盡快實現車(che)(che)(che)(che)用(yong)(yong)(yong)(yong)柴油(you)(you)(you)(you)(you)、普通柴油(you)(you)(you)(you)(you)和(he)(he)(he)部(bu)分船(chuan)(chuan)(chuan)舶(bo)(bo)(bo)用(yong)(yong)(yong)(yong)油(you)(you)(you)(you)(you)標(biao)(biao)(biao)準(zhun)(zhun)并軌。內(nei)河(he)和(he)(he)(he)江海直達船(chuan)(chuan)(chuan)舶(bo)(bo)(bo)必須使用(yong)(yong)(yong)(yong)硫含量不(bu)大于(yu)10毫克/千克的(de)(de)(de)柴油(you)(you)(you)(you)(you)。嚴(yan)厲打(da)擊(ji)生(sheng)產、銷售和(he)(he)(he)使用(yong)(yong)(yong)(yong)非標(biao)(biao)(biao)車(che)(che)(che)(che)(船(chuan)(chuan)(chuan))用(yong)(yong)(yong)(yong)燃(ran)料行(xing)為(wei),徹底(di)清除黑加油(you)(you)(you)(you)(you)站點。
(四)強化國土綠化和揚(yang)塵管控。積極推進(jin)露(lu)天(tian)礦山綜合整(zheng)治(zhi)(zhi),加快環境(jing)修復和綠化。開展大規模(mo)國土綠化行動,加強北(bei)方防沙帶(dai)建設,實施京津風沙源治(zhi)(zhi)理工程、重點防護林工程,增加林草覆(fu)蓋率。在城市(shi)(shi)(shi)功能(neng)疏解、更新(xin)和調整(zheng)中,將騰(teng)退(tui)空間優先用于留(liu)白增綠。落(luo)實城市(shi)(shi)(shi)道路和城市(shi)(shi)(shi)范圍(wei)內施工工地(di)等揚(yang)塵管控。
(五)有效(xiao)(xiao)應(ying)(ying)對重(zhong)(zhong)污(wu)染(ran)(ran)天氣。強化(hua)重(zhong)(zhong)點區域(yu)聯防(fang)(fang)聯控聯治,統一預(yu)(yu)警分級標準、信(xin)息發布、應(ying)(ying)急響應(ying)(ying),提前采(cai)取應(ying)(ying)急減排(pai)措(cuo)施(shi),實施(shi)區域(yu)應(ying)(ying)急聯動,有效(xiao)(xiao)降低污(wu)染(ran)(ran)程度(du)。完(wan)善應(ying)(ying)急預(yu)(yu)案(an),明確(que)政府、部門及(ji)(ji)企業的(de)應(ying)(ying)急責(ze)任(ren),科學確(que)定重(zhong)(zhong)污(wu)染(ran)(ran)期(qi)間管(guan)控措(cuo)施(shi)和污(wu)染(ran)(ran)源減排(pai)清單(dan)。指導公(gong)眾(zhong)做好重(zhong)(zhong)污(wu)染(ran)(ran)天氣健康(kang)防(fang)(fang)護(hu)。推進(jin)預(yu)(yu)測預(yu)(yu)報預(yu)(yu)警體(ti)系建(jian)設(she),2018年(nian)年(nian)底前,進(jin)一步提升國家級空(kong)氣質(zhi)量預(yu)(yu)報能(neng)力(li),區域(yu)預(yu)(yu)報中心(xin)具(ju)備7至10天空(kong)氣質(zhi)量預(yu)(yu)報能(neng)力(li),省級預(yu)(yu)報中心(xin)具(ju)備7天空(kong)氣質(zhi)量預(yu)(yu)報能(neng)力(li)并精確(que)到(dao)所轄各城市(shi)。重(zhong)(zhong)點區域(yu)采(cai)暖季(ji)節,對鋼鐵(tie)、焦(jiao)(jiao)化(hua)、建(jian)材、鑄造、電解鋁、化(hua)工(gong)等(deng)重(zhong)(zhong)點行業企業實施(shi)錯峰生產。重(zhong)(zhong)污(wu)染(ran)(ran)期(qi)間,對鋼鐵(tie)、焦(jiao)(jiao)化(hua)、有色、電力(li)、化(hua)工(gong)等(deng)涉及(ji)(ji)大宗原(yuan)材料及(ji)(ji)產品運輸(shu)的(de)重(zhong)(zhong)點企業實施(shi)錯峰運輸(shu);強化(hua)城市(shi)建(jian)設(she)施(shi)工(gong)工(gong)地(di)揚塵管(guan)控措(cuo)施(shi),加強道(dao)路機掃。依法嚴禁(jin)秸稈露天焚燒,全面推進(jin)綜合利用。到(dao)2020年(nian),地(di)級及(ji)(ji)以上(shang)城市(shi)重(zhong)(zhong)污(wu)染(ran)(ran)天數比(bi)2015年(nian)減少(shao)25%。
七、著力打好碧水保衛戰
深(shen)入實施水污染防治行動計(ji)劃,扎實推進河長制湖長制,堅持污染減排和(he)生態擴容兩手發力,加(jia)快工(gong)業、農業、生活污染源和(he)水生態系統整治,保障飲(yin)用(yong)水安全(quan),消除(chu)城市黑(hei)臭水體(ti)(ti),減少污染嚴重水體(ti)(ti)和(he)不達標水體(ti)(ti)。
(一(yi)(yi))打好水(shui)源(yuan)(yuan)地(di)保(bao)護(hu)(hu)攻堅(jian)戰。加強(qiang)水(shui)源(yuan)(yuan)水(shui)、出廠(chang)水(shui)、管(guan)網(wang)水(shui)、末梢水(shui)的全(quan)過程(cheng)管(guan)理(li)。劃定集中式飲(yin)用水(shui)水(shui)源(yuan)(yuan)保(bao)護(hu)(hu)區(qu),推進規(gui)范化建設。強(qiang)化南水(shui)北調水(shui)源(yuan)(yuan)地(di)及沿線生態環境保(bao)護(hu)(hu)。深化地(di)下水(shui)污染防治(zhi)。全(quan)面排(pai)查和整治(zhi)縣(xian)級及以上城市水(shui)源(yuan)(yuan)保(bao)護(hu)(hu)區(qu)內的違法違規(gui)問題,長江經濟(ji)帶(dai)于(yu)2018年(nian)年(nian)底前、其他(ta)地(di)區(qu)于(yu)2019年(nian)年(nian)底前完(wan)成。單一(yi)(yi)水(shui)源(yuan)(yuan)供水(shui)的地(di)級及以上城市應當建設應急水(shui)源(yuan)(yuan)或(huo)備(bei)用水(shui)源(yuan)(yuan)。定期監(檢)測、評(ping)估集中式飲(yin)用水(shui)水(shui)源(yuan)(yuan)、供水(shui)單位供水(shui)和用戶水(shui)龍頭水(shui)質(zhi)狀況,縣(xian)級及以上城市至少(shao)每(mei)季度(du)向社(she)會公開(kai)一(yi)(yi)次。
(二(er))打好城(cheng)(cheng)(cheng)(cheng)市(shi)黑(hei)(hei)臭水(shui)(shui)(shui)(shui)體(ti)(ti)治理(li)(li)(li)攻(gong)堅戰。實施(shi)城(cheng)(cheng)(cheng)(cheng)鎮(zhen)污(wu)(wu)水(shui)(shui)(shui)(shui)處(chu)(chu)理(li)(li)(li)“提質增效”三年(nian)行動,加快補齊城(cheng)(cheng)(cheng)(cheng)鎮(zhen)污(wu)(wu)水(shui)(shui)(shui)(shui)收(shou)(shou)集(ji)和(he)處(chu)(chu)理(li)(li)(li)設施(shi)短板,盡(jin)快實現污(wu)(wu)水(shui)(shui)(shui)(shui)管網全(quan)覆蓋、全(quan)收(shou)(shou)集(ji)、全(quan)處(chu)(chu)理(li)(li)(li)。完善(shan)污(wu)(wu)水(shui)(shui)(shui)(shui)處(chu)(chu)理(li)(li)(li)收(shou)(shou)費政策(ce),各(ge)地(di)要(yao)按規定將污(wu)(wu)水(shui)(shui)(shui)(shui)處(chu)(chu)理(li)(li)(li)收(shou)(shou)費標準盡(jin)快調(diao)整到位,原則(ze)上應補償到污(wu)(wu)水(shui)(shui)(shui)(shui)處(chu)(chu)理(li)(li)(li)和(he)污(wu)(wu)泥處(chu)(chu)置設施(shi)正(zheng)常運營并合理(li)(li)(li)盈利。對中西部地(di)區,中央財政給予適當支持。加強(qiang)城(cheng)(cheng)(cheng)(cheng)市(shi)初(chu)期雨水(shui)(shui)(shui)(shui)收(shou)(shou)集(ji)處(chu)(chu)理(li)(li)(li)設施(shi)建(jian)設,有效減少城(cheng)(cheng)(cheng)(cheng)市(shi)面源污(wu)(wu)染。到2020年(nian),地(di)級及以上城(cheng)(cheng)(cheng)(cheng)市(shi)建(jian)成區黑(hei)(hei)臭水(shui)(shui)(shui)(shui)體(ti)(ti)消除比(bi)例達90%以上。鼓(gu)勵(li)京津冀、長三角、珠三角區域(yu)城(cheng)(cheng)(cheng)(cheng)市(shi)建(jian)成區盡(jin)早全(quan)面消除黑(hei)(hei)臭水(shui)(shui)(shui)(shui)體(ti)(ti)。
(三)打好長(chang)(chang)江(jiang)保(bao)護(hu)修復攻堅戰。開展長(chang)(chang)江(jiang)流(liu)(liu)域生(sheng)態隱患和(he)環(huan)境(jing)風險調查評估,劃(hua)定(ding)高風險區(qu)域,從嚴實(shi)施(shi)(shi)(shi)生(sheng)態環(huan)境(jing)風險防控措施(shi)(shi)(shi)。優化(hua)長(chang)(chang)江(jiang)經濟(ji)帶產業(ye)(ye)(ye)布局和(he)規(gui)模,嚴禁污(wu)染(ran)型(xing)產業(ye)(ye)(ye)、企業(ye)(ye)(ye)向上中游(you)地(di)區(qu)轉移。排(pai)(pai)查整(zheng)治入河(he)入湖(hu)排(pai)(pai)污(wu)口及不達(da)標(biao)(biao)水(shui)體,市、縣(xian)級(ji)政府制定(ding)實(shi)施(shi)(shi)(shi)不達(da)標(biao)(biao)水(shui)體限期達(da)標(biao)(biao)規(gui)劃(hua)。到(dao)2020年(nian),長(chang)(chang)江(jiang)流(liu)(liu)域基(ji)本(ben)消除劣(lie)Ⅴ類(lei)水(shui)體。強化(hua)船(chuan)舶(bo)和(he)港口污(wu)染(ran)防治,現(xian)有船(chuan)舶(bo)到(dao)2020年(nian)全(quan)部完(wan)成達(da)標(biao)(biao)改造(zao),港口、船(chuan)舶(bo)修造(zao)廠(chang)環(huan)衛(wei)設(she)施(shi)(shi)(shi)、污(wu)水(shui)處理(li)設(she)施(shi)(shi)(shi)納入城市設(she)施(shi)(shi)(shi)建設(she)規(gui)劃(hua)。加(jia)強沿河(he)環(huan)湖(hu)生(sheng)態保(bao)護(hu),修復濕地(di)等水(shui)生(sheng)態系統,因地(di)制宜(yi)建設(she)人工濕地(di)水(shui)質凈(jing)化(hua)工程。實(shi)施(shi)(shi)(shi)長(chang)(chang)江(jiang)流(liu)(liu)域上中游(you)水(shui)庫群聯合調度,保(bao)障干流(liu)(liu)、主要支流(liu)(liu)和(he)湖(hu)泊基(ji)本(ben)生(sheng)態用水(shui)。
(四(si))打好渤海綜合(he)治(zhi)理(li)(li)攻(gong)堅戰。以渤海海區的(de)(de)渤海灣(wan)(wan)、遼東灣(wan)(wan)、萊州灣(wan)(wan)、遼河口(kou)、黃(huang)河口(kou)等(deng)為(wei)重點,推動(dong)河口(kou)海灣(wan)(wan)綜合(he)整治(zhi)。全面整治(zhi)入海污(wu)(wu)染(ran)源,規范(fan)入海排(pai)(pai)污(wu)(wu)口(kou)設置(zhi),全部清(qing)理(li)(li)非法排(pai)(pai)污(wu)(wu)口(kou)。嚴(yan)格(ge)控制(zhi)海水(shui)養殖等(deng)造成的(de)(de)海上污(wu)(wu)染(ran),推進(jin)海洋垃圾防(fang)治(zhi)和清(qing)理(li)(li)。率先在渤海實(shi)施主要污(wu)(wu)染(ran)物排(pai)(pai)海總量控制(zhi)制(zhi)度,強化(hua)(hua)陸(lu)海污(wu)(wu)染(ran)聯(lian)防(fang)聯(lian)控,加強入海河流治(zhi)理(li)(li)與監管(guan)。實(shi)施最嚴(yan)格(ge)的(de)(de)圍填(tian)海和岸線開發(fa)管(guan)控,統籌安排(pai)(pai)海洋空間(jian)利用活動(dong)。渤海禁止審批新增圍填(tian)海項(xiang)(xiang)目,引(yin)導符合(he)國家(jia)產業政策(ce)的(de)(de)項(xiang)(xiang)目消(xiao)化(hua)(hua)存量圍填(tian)海資源,已審批但未開工的(de)(de)項(xiang)(xiang)目要依(yi)法重新進(jin)行評估和清(qing)理(li)(li)。
(五)打好農(nong)(nong)業農(nong)(nong)村(cun)(cun)(cun)(cun)污染治理(li)攻(gong)堅戰(zhan)。以建設美(mei)麗宜居(ju)(ju)村(cun)(cun)(cun)(cun)莊為導向,持續(xu)開(kai)展(zhan)農(nong)(nong)村(cun)(cun)(cun)(cun)人居(ju)(ju)環(huan)(huan)境整(zheng)(zheng)治行動,實現(xian)全(quan)國行政(zheng)村(cun)(cun)(cun)(cun)環(huan)(huan)境整(zheng)(zheng)治全(quan)覆蓋。到2020年,農(nong)(nong)村(cun)(cun)(cun)(cun)人居(ju)(ju)環(huan)(huan)境明顯(xian)改(gai)善,村(cun)(cun)(cun)(cun)莊環(huan)(huan)境基(ji)本(ben)干凈(jing)整(zheng)(zheng)潔有(you)(you)序,東(dong)部地(di)區(qu)、中(zhong)西部城(cheng)市近郊(jiao)區(qu)等有(you)(you)基(ji)礎、有(you)(you)條(tiao)件的(de)(de)(de)地(di)區(qu)人居(ju)(ju)環(huan)(huan)境質量全(quan)面提升,管護長效機(ji)制(zhi)初步建立;中(zhong)西部有(you)(you)較好基(ji)礎、基(ji)本(ben)具備條(tiao)件的(de)(de)(de)地(di)區(qu)力爭實現(xian)90%左右(you)的(de)(de)(de)村(cun)(cun)(cun)(cun)莊生活垃圾得到治理(li),衛生廁所(suo)普(pu)及率(lv)達(da)到85%左右(you),生活污水(shui)亂排亂放得到管控(kong)(kong)。減(jian)少化(hua)肥農(nong)(nong)藥(yao)使(shi)用(yong)(yong)量,制(zhi)修訂并(bing)嚴格(ge)執(zhi)行化(hua)肥農(nong)(nong)藥(yao)等農(nong)(nong)業投入品質量標準,嚴格(ge)控(kong)(kong)制(zhi)高(gao)毒(du)高(gao)風險農(nong)(nong)藥(yao)使(shi)用(yong)(yong),推(tui)進(jin)(jin)有(you)(you)機(ji)肥替代化(hua)肥、病蟲(chong)害(hai)綠色防(fang)控(kong)(kong)替代化(hua)學防(fang)治和(he)廢(fei)棄(qi)農(nong)(nong)膜(mo)回收(shou),完(wan)善廢(fei)舊地(di)膜(mo)和(he)包(bao)裝廢(fei)棄(qi)物等回收(shou)處(chu)理(li)制(zhi)度。到2020年,化(hua)肥農(nong)(nong)藥(yao)使(shi)用(yong)(yong)量實現(xian)零(ling)增長。堅持種(zhong)植和(he)養(yang)(yang)殖相結合(he),就地(di)就近消納(na)利(li)用(yong)(yong)畜(chu)禽養(yang)(yang)殖廢(fei)棄(qi)物。合(he)理(li)布局水(shui)產養(yang)(yang)殖空間,深入推(tui)進(jin)(jin)水(shui)產健康養(yang)(yang)殖,開(kai)展(zhan)重點江河湖庫及重點近岸海域破壞生態環(huan)(huan)境的(de)(de)(de)養(yang)(yang)殖方式綜(zong)合(he)整(zheng)(zheng)治。到2020年,全(quan)國畜(chu)禽糞(fen)污綜(zong)合(he)利(li)用(yong)(yong)率(lv)達(da)到75%以上,規模養(yang)(yang)殖場糞(fen)污處(chu)理(li)設施裝備配套率(lv)達(da)到95%以上。
八、扎實推進凈土保衛戰
全面實施土(tu)壤污染防治行動計(ji)劃,突出(chu)重點區域、行業(ye)和污染物,有效管控農用地和城市建設(she)用地土(tu)壤環(huan)境風險。
(一)強(qiang)化(hua)土(tu)壤(rang)污(wu)染管(guan)控(kong)和(he)修(xiu)復(fu)(fu)。加強(qiang)耕(geng)(geng)(geng)地(di)(di)(di)(di)(di)(di)(di)土(tu)壤(rang)環(huan)境(jing)(jing)分(fen)類(lei)管(guan)理(li)(li)。嚴(yan)(yan)格(ge)管(guan)控(kong)重(zhong)度(du)污(wu)染耕(geng)(geng)(geng)地(di)(di)(di)(di)(di)(di)(di),嚴(yan)(yan)禁在(zai)重(zhong)度(du)污(wu)染耕(geng)(geng)(geng)地(di)(di)(di)(di)(di)(di)(di)種植食用農(nong)產(chan)品。實施耕(geng)(geng)(geng)地(di)(di)(di)(di)(di)(di)(di)土(tu)壤(rang)環(huan)境(jing)(jing)治理(li)(li)保護(hu)重(zhong)大工程(cheng),開展重(zhong)點(dian)(dian)地(di)(di)(di)(di)(di)(di)(di)區涉重(zhong)金(jin)屬行(xing)業(ye)排查和(he)整治。2018年(nian)(nian)年(nian)(nian)底前,完成農(nong)用地(di)(di)(di)(di)(di)(di)(di)土(tu)壤(rang)污(wu)染狀況詳查。2020年(nian)(nian)年(nian)(nian)底前,編(bian)制(zhi)完成耕(geng)(geng)(geng)地(di)(di)(di)(di)(di)(di)(di)土(tu)壤(rang)環(huan)境(jing)(jing)質量分(fen)類(lei)清單。建立(li)建設(she)用地(di)(di)(di)(di)(di)(di)(di)土(tu)壤(rang)污(wu)染風(feng)險管(guan)控(kong)和(he)修(xiu)復(fu)(fu)名(ming)錄(lu),列入名(ming)錄(lu)且未完成治理(li)(li)修(xiu)復(fu)(fu)的(de)地(di)(di)(di)(di)(di)(di)(di)塊不得作為住宅(zhai)、公(gong)共管(guan)理(li)(li)與(yu)公(gong)共服務用地(di)(di)(di)(di)(di)(di)(di)。建立(li)污(wu)染地(di)(di)(di)(di)(di)(di)(di)塊聯動監管(guan)機制(zhi),將(jiang)建設(she)用地(di)(di)(di)(di)(di)(di)(di)土(tu)壤(rang)環(huan)境(jing)(jing)管(guan)理(li)(li)要(yao)求納入用地(di)(di)(di)(di)(di)(di)(di)規(gui)劃(hua)和(he)供地(di)(di)(di)(di)(di)(di)(di)管(guan)理(li)(li),嚴(yan)(yan)格(ge)控(kong)制(zhi)用地(di)(di)(di)(di)(di)(di)(di)準入,強(qiang)化(hua)暫不開發(fa)污(wu)染地(di)(di)(di)(di)(di)(di)(di)塊的(de)風(feng)險管(guan)控(kong)。2020年(nian)(nian)年(nian)(nian)底前,完成重(zhong)點(dian)(dian)行(xing)業(ye)企業(ye)用地(di)(di)(di)(di)(di)(di)(di)土(tu)壤(rang)污(wu)染狀況調查。嚴(yan)(yan)格(ge)土(tu)壤(rang)污(wu)染重(zhong)點(dian)(dian)行(xing)業(ye)企業(ye)搬遷改(gai)造過程(cheng)中拆除(chu)活動的(de)環(huan)境(jing)(jing)監管(guan)。
(二)加快推(tui)進(jin)垃(la)圾(ji)(ji)分(fen)(fen)(fen)類(lei)處(chu)(chu)(chu)理(li)。到(dao)2020年,實現所有(you)城(cheng)(cheng)市(shi)(shi)和(he)縣城(cheng)(cheng)生(sheng)活垃(la)圾(ji)(ji)處(chu)(chu)(chu)理(li)能(neng)力(li)全覆蓋,基本完成(cheng)非(fei)正規垃(la)圾(ji)(ji)堆放點整治;直(zhi)轄市(shi)(shi)、計劃單列市(shi)(shi)、省(sheng)會城(cheng)(cheng)市(shi)(shi)和(he)第一批分(fen)(fen)(fen)類(lei)示范城(cheng)(cheng)市(shi)(shi)基本建(jian)成(cheng)生(sheng)活垃(la)圾(ji)(ji)分(fen)(fen)(fen)類(lei)處(chu)(chu)(chu)理(li)系(xi)統。推(tui)進(jin)垃(la)圾(ji)(ji)資源化利(li)用(yong),大力(li)發展垃(la)圾(ji)(ji)焚燒發電(dian)。推(tui)進(jin)農(nong)(nong)村垃(la)圾(ji)(ji)就地(di)分(fen)(fen)(fen)類(lei)、資源化利(li)用(yong)和(he)處(chu)(chu)(chu)理(li),建(jian)立(li)農(nong)(nong)村有(you)機廢棄物收集、轉化、利(li)用(yong)網絡體系(xi)。
(三(san))強化(hua)固(gu)體(ti)廢(fei)(fei)(fei)(fei)物(wu)(wu)污染防(fang)治(zhi)。全(quan)面禁止(zhi)洋垃圾(ji)入境(jing),嚴厲打(da)擊(ji)走私,大幅減少固(gu)體(ti)廢(fei)(fei)(fei)(fei)物(wu)(wu)進口種類和數量,力(li)爭2020年(nian)(nian)年(nian)(nian)底前(qian)基本實(shi)現固(gu)體(ti)廢(fei)(fei)(fei)(fei)物(wu)(wu)零(ling)進口。開展“無廢(fei)(fei)(fei)(fei)城市(shi)”試點(dian),推(tui)動(dong)固(gu)體(ti)廢(fei)(fei)(fei)(fei)物(wu)(wu)資(zi)源化(hua)利用。調查、評(ping)估重點(dian)工業行業危(wei)險廢(fei)(fei)(fei)(fei)物(wu)(wu)產生、貯存、利用、處置情況(kuang)(kuang)。完善危(wei)險廢(fei)(fei)(fei)(fei)物(wu)(wu)經(jing)營許可、轉移(yi)等管理制度(du),建(jian)立(li)信息(xi)化(hua)監管體(ti)系,提升危(wei)險廢(fei)(fei)(fei)(fei)物(wu)(wu)處理處置能力(li),實(shi)施全(quan)過程監管。嚴厲打(da)擊(ji)危(wei)險廢(fei)(fei)(fei)(fei)物(wu)(wu)非法跨(kua)界轉移(yi)、傾倒等違法犯(fan)罪活動(dong)。深(shen)入推(tui)進長江經(jing)濟帶固(gu)體(ti)廢(fei)(fei)(fei)(fei)物(wu)(wu)大排(pai)查活動(dong)。評(ping)估有(you)毒有(you)害(hai)化(hua)學(xue)品(pin)在生態環境(jing)中的(de)風(feng)險狀況(kuang)(kuang),嚴格(ge)限制高風(feng)險化(hua)學(xue)品(pin)生產、使用、進出口,并逐步(bu)淘(tao)汰、替代。
九、加快生態保護與修復
堅(jian)持自然(ran)恢復(fu)為主(zhu),統籌開展(zhan)全國(guo)生(sheng)態保護與修復(fu),全面劃定并(bing)嚴守生(sheng)態保護紅(hong)線,提升生(sheng)態系統質量和穩定性。
(一)劃(hua)定并嚴(yan)守生(sheng)態(tai)(tai)保(bao)(bao)(bao)(bao)護(hu)紅(hong)線(xian)(xian)。按照應(ying)保(bao)(bao)(bao)(bao)盡保(bao)(bao)(bao)(bao)、應(ying)劃(hua)盡劃(hua)的(de)原則,將(jiang)生(sheng)態(tai)(tai)功能重要區域、生(sheng)態(tai)(tai)環(huan)境敏感(gan)脆弱區域納入生(sheng)態(tai)(tai)保(bao)(bao)(bao)(bao)護(hu)紅(hong)線(xian)(xian)。到(dao)2020年,全(quan)面完成全(quan)國(guo)生(sheng)態(tai)(tai)保(bao)(bao)(bao)(bao)護(hu)紅(hong)線(xian)(xian)劃(hua)定、勘界定標,形成生(sheng)態(tai)(tai)保(bao)(bao)(bao)(bao)護(hu)紅(hong)線(xian)(xian)全(quan)國(guo)“一張圖”,實現(xian)一條紅(hong)線(xian)(xian)管控重要生(sheng)態(tai)(tai)空間。制定實施生(sheng)態(tai)(tai)保(bao)(bao)(bao)(bao)護(hu)紅(hong)線(xian)(xian)管理辦法(fa)、保(bao)(bao)(bao)(bao)護(hu)修復方(fang)案(an),建設國(guo)家生(sheng)態(tai)(tai)保(bao)(bao)(bao)(bao)護(hu)紅(hong)線(xian)(xian)監(jian)管平臺,開展(zhan)生(sheng)態(tai)(tai)保(bao)(bao)(bao)(bao)護(hu)紅(hong)線(xian)(xian)監(jian)測預警(jing)與評估考核。
(二)堅決(jue)查處生態破壞行(xing)(xing)為。2018年(nian)年(nian)底前(qian),縣級及以上地方政府全面排查違(wei)法違(wei)規擠占生態空間、破壞自然(ran)遺(yi)跡等行(xing)(xing)為,制(zhi)定治(zhi)理和修(xiu)復計(ji)劃(hua)并(bing)向社會公開(kai)(kai)。開(kai)(kai)展病危險尾礦庫和“頭頂庫”專項整治(zhi)。持續開(kai)(kai)展“綠盾”自然(ran)保護區監督檢查專項行(xing)(xing)動,嚴肅查處各(ge)類違(wei)法違(wei)規行(xing)(xing)為,限期進(jin)行(xing)(xing)整治(zhi)修(xiu)復。
(三)建立(li)以(yi)國家公(gong)園為主體的(de)自然(ran)(ran)保(bao)護(hu)(hu)地(di)(di)(di)體系。到2020年(nian),完成全國自然(ran)(ran)保(bao)護(hu)(hu)區范圍界(jie)限核準(zhun)和勘界(jie)立(li)標,整合設立(li)一批國家公(gong)園,自然(ran)(ran)保(bao)護(hu)(hu)地(di)(di)(di)相(xiang)關法(fa)規(gui)(gui)和管理(li)(li)制(zhi)度基本建立(li)。對生態(tai)嚴(yan)重退(tui)化(hua)地(di)(di)(di)區實(shi)行封禁管理(li)(li),穩步實(shi)施退(tui)耕還(huan)林(lin)還(huan)草和退(tui)牧還(huan)草,擴(kuo)大(da)(da)輪作休(xiu)耕試點,全面推行草原禁牧休(xiu)牧和草畜平衡制(zhi)度。依法(fa)依規(gui)(gui)解決(jue)自然(ran)(ran)保(bao)護(hu)(hu)地(di)(di)(di)內(nei)的(de)礦業(ye)權合理(li)(li)退(tui)出問題。全面保(bao)護(hu)(hu)天然(ran)(ran)林(lin),推進荒漠(mo)化(hua)、石漠(mo)化(hua)、水(shui)土流(liu)失綜合治理(li)(li),強化(hua)濕(shi)地(di)(di)(di)保(bao)護(hu)(hu)和恢復。加強休(xiu)漁(yu)(yu)禁漁(yu)(yu)管理(li)(li),推進長(chang)江、渤海(hai)等重點水(shui)域禁捕限捕,加強海(hai)洋牧場建設,加大(da)(da)漁(yu)(yu)業(ye)資源增(zeng)殖放流(liu)。推動耕地(di)(di)(di)草原森林(lin)河流(liu)湖泊海(hai)洋休(xiu)養生息。
十、改革完善生態環境治理體系
深化生(sheng)(sheng)態環(huan)境保(bao)護(hu)管(guan)理(li)體制改革,完(wan)善生(sheng)(sheng)態環(huan)境管(guan)理(li)制度,加快構建生(sheng)(sheng)態環(huan)境治(zhi)理(li)體系(xi),健(jian)全保(bao)障舉(ju)措,增強系(xi)統性(xing)和(he)完(wan)整性(xing),大(da)幅提升治(zhi)理(li)能(neng)力。

嚴(yan)格生態環(huan)(huan)境(jing)質(zhi)量(liang)管(guan)(guan)(guan)理(li)。生態環(huan)(huan)境(jing)質(zhi)量(liang)只(zhi)能更好(hao)、不(bu)能變壞。生態環(huan)(huan)境(jing)質(zhi)量(liang)達標(biao)(biao)地(di)(di)區(qu)要保持穩定(ding)并持續改善(shan)(shan);生態環(huan)(huan)境(jing)質(zhi)量(liang)不(bu)達標(biao)(biao)地(di)(di)區(qu)的市、縣級政府(fu),要于2018年(nian)年(nian)底(di)前制(zhi)(zhi)定(ding)實(shi)(shi)施(shi)(shi)限期達標(biao)(biao)規劃,向上級政府(fu)備案并向社會公(gong)開。加快推行排(pai)(pai)(pai)污(wu)(wu)許可制(zhi)(zhi)度(du)(du),對固定(ding)污(wu)(wu)染源實(shi)(shi)施(shi)(shi)全(quan)(quan)過程(cheng)管(guan)(guan)(guan)理(li)和多污(wu)(wu)染物協(xie)同控制(zhi)(zhi),按(an)行業(ye)、地(di)(di)區(qu)、時限核發排(pai)(pai)(pai)污(wu)(wu)許可證,全(quan)(quan)面(mian)(mian)落實(shi)(shi)企(qi)業(ye)治污(wu)(wu)責任,強(qiang)(qiang)化證后監管(guan)(guan)(guan)和處罰。在(zai)長江經(jing)濟帶率先實(shi)(shi)施(shi)(shi)入河污(wu)(wu)染源排(pai)(pai)(pai)放、排(pai)(pai)(pai)污(wu)(wu)口排(pai)(pai)(pai)放和水體水質(zhi)聯(lian)動管(guan)(guan)(guan)理(li)。2020年(nian),將(jiang)排(pai)(pai)(pai)污(wu)(wu)許可證制(zhi)(zhi)度(du)(du)建(jian)設(she)成為固定(ding)源環(huan)(huan)境(jing)管(guan)(guan)(guan)理(li)核心制(zhi)(zhi)度(du)(du),實(shi)(shi)現“一證式”管(guan)(guan)(guan)理(li)。健全(quan)(quan)環(huan)(huan)保信(xin)(xin)用(yong)評價、信(xin)(xin)息(xi)強(qiang)(qiang)制(zhi)(zhi)性披露、嚴(yan)懲重罰等制(zhi)(zhi)度(du)(du)。將(jiang)企(qi)業(ye)環(huan)(huan)境(jing)信(xin)(xin)用(yong)信(xin)(xin)息(xi)納入全(quan)(quan)國(guo)信(xin)(xin)用(yong)信(xin)(xin)息(xi)共(gong)享(xiang)平臺和國(guo)家企(qi)業(ye)信(xin)(xin)用(yong)信(xin)(xin)息(xi)公(gong)示系(xi)統,依法(fa)通過“信(xin)(xin)用(yong)中國(guo)”網站和國(guo)家企(qi)業(ye)信(xin)(xin)用(yong)信(xin)(xin)息(xi)公(gong)示系(xi)統向社會公(gong)示。監督上市公(gong)司、發債企(qi)業(ye)等市場主體全(quan)(quan)面(mian)(mian)、及(ji)時、準確(que)地(di)(di)披露環(huan)(huan)境(jing)信(xin)(xin)息(xi)。建(jian)立(li)跨部門聯(lian)合獎懲機制(zhi)(zhi)。完善(shan)(shan)國(guo)家核安(an)全(quan)(quan)工(gong)作(zuo)協(xie)調機制(zhi)(zhi),強(qiang)(qiang)化對核安(an)全(quan)(quan)工(gong)作(zuo)的統籌。
(二)健(jian)全生態(tai)(tai)(tai)環(huan)境(jing)保(bao)護經濟政(zheng)(zheng)(zheng)策(ce)(ce)體系。資(zi)金投(tou)(tou)(tou)入(ru)(ru)向污染防(fang)治(zhi)攻堅(jian)戰傾斜(xie),堅(jian)持(chi)投(tou)(tou)(tou)入(ru)(ru)同攻堅(jian)任務(wu)(wu)相匹配,加大財政(zheng)(zheng)(zheng)投(tou)(tou)(tou)入(ru)(ru)力度。逐步(bu)(bu)建(jian)立常態(tai)(tai)(tai)化(hua)、穩定的(de)(de)財政(zheng)(zheng)(zheng)資(zi)金投(tou)(tou)(tou)入(ru)(ru)機制。擴大中(zhong)央財政(zheng)(zheng)(zheng)支持(chi)北方地(di)區(qu)(qu)清潔(jie)取暖(nuan)的(de)(de)試點城(cheng)市(shi)(shi)范圍,國(guo)有資(zi)本要加大對(dui)污染防(fang)治(zhi)的(de)(de)投(tou)(tou)(tou)入(ru)(ru)。完(wan)善居民取暖(nuan)用氣用電定價機制和補(bu)(bu)貼政(zheng)(zheng)(zheng)策(ce)(ce)。增加中(zhong)央財政(zheng)(zheng)(zheng)對(dui)國(guo)家重點生態(tai)(tai)(tai)功(gong)(gong)能(neng)區(qu)(qu)、生態(tai)(tai)(tai)保(bao)護紅線區(qu)(qu)域(yu)等(deng)生態(tai)(tai)(tai)功(gong)(gong)能(neng)重要地(di)區(qu)(qu)的(de)(de)轉移支付,繼續安排中(zhong)央預算內投(tou)(tou)(tou)資(zi)對(dui)重點生態(tai)(tai)(tai)功(gong)(gong)能(neng)區(qu)(qu)給(gei)予支持(chi)。各省(自治(zhi)區(qu)(qu)、直轄市(shi)(shi))合(he)(he)理確定補(bu)(bu)償標準,并逐步(bu)(bu)提(ti)高(gao)補(bu)(bu)償水平。完(wan)善助力綠(lv)(lv)色(se)產(chan)業發展(zhan)(zhan)的(de)(de)價格(ge)、財稅(shui)、投(tou)(tou)(tou)資(zi)等(deng)政(zheng)(zheng)(zheng)策(ce)(ce)。大力發展(zhan)(zhan)綠(lv)(lv)色(se)信(xin)貸、綠(lv)(lv)色(se)債券等(deng)金融產(chan)品。設立國(guo)家綠(lv)(lv)色(se)發展(zhan)(zhan)基金。落(luo)(luo)實(shi)(shi)有利(li)于資(zi)源節約和生態(tai)(tai)(tai)環(huan)境(jing)保(bao)護的(de)(de)價格(ge)政(zheng)(zheng)(zheng)策(ce)(ce),落(luo)(luo)實(shi)(shi)相關稅(shui)收(shou)優惠政(zheng)(zheng)(zheng)策(ce)(ce)。研(yan)(yan)究對(dui)從事(shi)污染防(fang)治(zhi)的(de)(de)第三方企(qi)業比照高(gao)新技(ji)術企(qi)業實(shi)(shi)行所得稅(shui)優惠政(zheng)(zheng)(zheng)策(ce)(ce),研(yan)(yan)究出臺“散亂污”企(qi)業綜(zong)合(he)(he)治(zhi)理激勵(li)政(zheng)(zheng)(zheng)策(ce)(ce)。推(tui)動環(huan)境(jing)污染責任保(bao)險(xian)發展(zhan)(zhan),在環(huan)境(jing)高(gao)風險(xian)領域(yu)建(jian)立環(huan)境(jing)污染強(qiang)制責任保(bao)險(xian)制度。推(tui)進社(she)會化(hua)生態(tai)(tai)(tai)環(huan)境(jing)治(zhi)理和保(bao)護。采用直接(jie)投(tou)(tou)(tou)資(zi)、投(tou)(tou)(tou)資(zi)補(bu)(bu)助、運營補(bu)(bu)貼等(deng)方式,規范支持(chi)政(zheng)(zheng)(zheng)府(fu)和社(she)會資(zi)本合(he)(he)作項(xiang)目(mu);對(dui)政(zheng)(zheng)(zheng)府(fu)實(shi)(shi)施的(de)(de)環(huan)境(jing)績效合(he)(he)同服(fu)務(wu)(wu)項(xiang)目(mu),公共(gong)財政(zheng)(zheng)(zheng)支付水平同治(zhi)理績效掛鉤。鼓勵(li)通(tong)過(guo)政(zheng)(zheng)(zheng)府(fu)購(gou)買服(fu)務(wu)(wu)方式實(shi)(shi)施生態(tai)(tai)(tai)環(huan)境(jing)治(zhi)理和保(bao)護。

(四)強(qiang)化生態(tai)環(huan)(huan)境(jing)(jing)(jing)(jing)保(bao)護能力(li)保(bao)障體系。增強(qiang)科(ke)技(ji)支撐,開(kai)展大(da)氣(qi)污(wu)染成(cheng)因與(yu)(yu)治(zhi)理(li)、水體污(wu)染控(kong)制與(yu)(yu)治(zhi)理(li)、土壤污(wu)染防(fang)治(zhi)等重(zhong)點領(ling)域(yu)(yu)科(ke)技(ji)攻關,實施京津冀環(huan)(huan)境(jing)(jing)(jing)(jing)綜合治(zhi)理(li)重(zhong)大(da)項(xiang)目,推(tui)進區域(yu)(yu)性、流(liu)(liu)域(yu)(yu)性生態(tai)環(huan)(huan)境(jing)(jing)(jing)(jing)問題研究(jiu)。完成(cheng)第二(er)次全國(guo)(guo)污(wu)染源普查。開(kai)展大(da)數據應(ying)用和(he)環(huan)(huan)境(jing)(jing)(jing)(jing)承載力(li)監測預(yu)警。開(kai)展重(zhong)點區域(yu)(yu)、流(liu)(liu)域(yu)(yu)、行(xing)業環(huan)(huan)境(jing)(jing)(jing)(jing)與(yu)(yu)健康調查,建(jian)(jian)立風險(xian)監測網絡(luo)及風險(xian)評估(gu)體系。健全跨(kua)部門、跨(kua)區域(yu)(yu)環(huan)(huan)境(jing)(jing)(jing)(jing)應(ying)急協調聯動(dong)機制,建(jian)(jian)立全國(guo)(guo)統一(yi)的(de)環(huan)(huan)境(jing)(jing)(jing)(jing)應(ying)急預(yu)案電(dian)子(zi)備(bei)案系統。國(guo)(guo)家建(jian)(jian)立環(huan)(huan)境(jing)(jing)(jing)(jing)應(ying)急物(wu)資(zi)儲備(bei)信息庫,省、市級政(zheng)府建(jian)(jian)設(she)環(huan)(huan)境(jing)(jing)(jing)(jing)應(ying)急物(wu)資(zi)儲備(bei)庫,企(qi)業環(huan)(huan)境(jing)(jing)(jing)(jing)應(ying)急裝(zhuang)備(bei)和(he)儲備(bei)物(wu)資(zi)應(ying)納入(ru)儲備(bei)體系。落實全面從嚴治(zhi)黨(dang)要求,建(jian)(jian)設(she)規范(fan)化、標準化、專業化的(de)生態(tai)環(huan)(huan)境(jing)(jing)(jing)(jing)保(bao)護人才(cai)隊伍(wu),打造政(zheng)治(zhi)強(qiang)、本領(ling)高、作風硬、敢擔當(dang),特別能吃(chi)苦、特別能戰斗、特別能奉獻(xian)的(de)生態(tai)環(huan)(huan)境(jing)(jing)(jing)(jing)保(bao)護鐵軍。按(an)省、市、縣、鄉不同(tong)層(ceng)級工作職責配(pei)備(bei)相應(ying)工作力(li)量,保(bao)障履職需要,確保(bao)同(tong)生態(tai)環(huan)(huan)境(jing)(jing)(jing)(jing)保(bao)護任務相匹配(pei)。加強(qiang)國(guo)(guo)際(ji)交(jiao)流(liu)(liu)和(he)履約能力(li)建(jian)(jian)設(she),推(tui)進生態(tai)環(huan)(huan)境(jing)(jing)(jing)(jing)保(bao)護國(guo)(guo)際(ji)技(ji)術交(jiao)流(liu)(liu)和(he)務實合作,支撐核安全和(he)核電(dian)共同(tong)走出去,積極推(tui)動(dong)落實2030年可(ke)持續發展議程和(he)綠色“一(yi)帶(dai)一(yi)路”建(jian)(jian)設(she)。
(五)構建(jian)(jian)(jian)生態(tai)環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)保(bao)(bao)(bao)(bao)護社(she)會(hui)行(xing)動(dong)體(ti)系。把(ba)生態(tai)環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)保(bao)(bao)(bao)(bao)護納(na)(na)入國民教(jiao)育(yu)(yu)體(ti)系和(he)(he)黨政領導(dao)干部培(pei)訓體(ti)系,推(tui)進國家及(ji)各(ge)地(di)(di)生態(tai)環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)教(jiao)育(yu)(yu)設施(shi)(shi)和(he)(he)場(chang)所建(jian)(jian)(jian)設,培(pei)育(yu)(yu)普及(ji)生態(tai)文化。公(gong)共(gong)機(ji)構尤其是(shi)黨政機(ji)關(guan)(guan)(guan)帶頭使用(yong)(yong)節(jie)能環(huan)(huan)(huan)保(bao)(bao)(bao)(bao)產品,推(tui)行(xing)綠色辦公(gong),創建(jian)(jian)(jian)節(jie)約(yue)型(xing)機(ji)關(guan)(guan)(guan)。健(jian)(jian)全(quan)生態(tai)環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)新(xin)聞發(fa)布機(ji)制(zhi),充分發(fa)揮各(ge)類(lei)媒(mei)體(ti)作用(yong)(yong)。省、市(shi)兩級要依(yi)(yi)托黨報、電視臺、政府(fu)網站,曝光突出環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)問題,報道整改進展情(qing)況。建(jian)(jian)(jian)立(li)政府(fu)、企業(ye)環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)社(she)會(hui)風(feng)險預防(fang)與(yu)化解(jie)機(ji)制(zhi)。完善環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)信息(xi)公(gong)開(kai)制(zhi)度(du),加強重(zhong)特大突發(fa)環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)事件信息(xi)公(gong)開(kai),對涉及(ji)群眾(zhong)切身(shen)利益的(de)(de)重(zhong)大項目(mu)及(ji)時主(zhu)動(dong)公(gong)開(kai)。2020年(nian)(nian)年(nian)(nian)底前,地(di)(di)級及(ji)以上城(cheng)市(shi)符合條件的(de)(de)環(huan)(huan)(huan)保(bao)(bao)(bao)(bao)設施(shi)(shi)和(he)(he)城(cheng)市(shi)污水垃圾(ji)處理設施(shi)(shi)向社(she)會(hui)開(kai)放,接受公(gong)眾(zhong)參觀(guan)。強化排(pai)(pai)污者主(zhu)體(ti)責任,企業(ye)應(ying)嚴(yan)格(ge)守法,規范自身(shen)環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)行(xing)為,落實(shi)資(zi)金投(tou)入、物資(zi)保(bao)(bao)(bao)(bao)障(zhang)、生態(tai)環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)保(bao)(bao)(bao)(bao)護措(cuo)施(shi)(shi)和(he)(he)應(ying)急處置主(zhu)體(ti)責任。實(shi)施(shi)(shi)工業(ye)污染源全(quan)面達標排(pai)(pai)放計劃。2018年(nian)(nian)年(nian)(nian)底前,重(zhong)點排(pai)(pai)污單位全(quan)部安(an)裝(zhuang)自動(dong)在線監控設備并(bing)同生態(tai)環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)主(zhu)管部門(men)聯網,依(yi)(yi)法公(gong)開(kai)排(pai)(pai)污信息(xi)。到2020年(nian)(nian),實(shi)現長江(jiang)(jiang)經(jing)濟帶入河(he)排(pai)(pai)污口監測(ce)(ce)全(quan)覆蓋,并(bing)將監測(ce)(ce)數據(ju)納(na)(na)入長江(jiang)(jiang)經(jing)濟帶綜合信息(xi)平臺。推(tui)動(dong)環(huan)(huan)(huan)保(bao)(bao)(bao)(bao)社(she)會(hui)組織和(he)(he)志愿(yuan)者隊伍規范健(jian)(jian)康發(fa)展,引導(dao)環(huan)(huan)(huan)保(bao)(bao)(bao)(bao)社(she)會(hui)組織依(yi)(yi)法開(kai)展生態(tai)環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)保(bao)(bao)(bao)(bao)護公(gong)益訴訟等(deng)活動(dong)。按照國家有關(guan)(guan)(guan)規定(ding)表(biao)彰對保(bao)(bao)(bao)(bao)護和(he)(he)改善生態(tai)環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)有顯著成績的(de)(de)單位和(he)(he)個人。完善公(gong)眾(zhong)監督(du)、舉報反饋機(ji)制(zhi),保(bao)(bao)(bao)(bao)護舉報人的(de)(de)合法權益,鼓勵設立(li)有獎舉報基(ji)金。
